Abstract/Summary:
Chinese development has transitioned from the high-speed growth stage to the high-quality stage,and the environment it faced is undergoing profound changes.High-quality development is the theme of China’s economic and social development during the 14 th Five-Year Plan,and it concerns Chinese socialist modernization construction.During this period,the efficiency of factor resource allocation becomes the focus of economic reformation.As an important factor of production in social economic development,land is related to the sustainable development of social economic.Therefore,reasonable allocation of land resources is an inevitable condition to meet the requirements of high quality development.This paper reviewes the development stages of Chinese urban land resource allocation and the characteristics of each stage,and points out the existing problems,then indicates the influence path of land resource allocation on urban development through theoretical research.The imbalance in the structure of the construction land supply,incomplete land resource allocation marketization degree,and strong administrative color,leading to a soaring house prices,and a split between urban and rural areas,as well as the corruption in the process of land transfer,and then influencing the quality of the city development level by capital utilization,talent attraction,the allocation of resources and industrial structure affects.On this basis,this paper based on the data of 276 prefecture-level cities in 15 years to make empirical analysis.Firstly,this paper calculates the green total factor productivity of cities by using the global-Malmquist-Luenberger index method to measure the level of high-quality development,and makes a regression of the impact of land resource allocation on it,verifies the restraining effect of current land resource allocation on the level of high-quality development.Secondly,this paper solves the endogeneity in the model by using instrumental variables,analyzes the heterogeneity problem by regression by region and year,investigated the nonlinear structural relationship between them by threshold regression method.And this paper carry out robustness test analysis by replacing explained variables and explanatory variables.Finally,based on the empirical analysis,the corresponding conclusions are drawn.Based on the theoretical analysis and empirical conclusions as well as the requirements of high-quality development,this paper puts forward the policy suggestions: first,optimizing the land supply structure,to avoid blind and disorderly land transfer,and implementing strict planning management and dynamic evaluation of land transfer.Second,insisting on the market-oriented reform of land resource allocation so that the market price mechanism and competitive effect can play their full role.And third,implementing differentiated land resource allocation strategy according to local conditions.
