Since the reform and opening up,China's economy has achieved remarkable high-speed growth,but economic achievements are at the expense of energy and environment.In China's primary energy consumption structure,coal resources play a pillar role.With the rapid development of economy,coal-based energy consumption is enormous,which makes the resources exhausted and the ecosystem facing collapse,which has seriously hindered the current economic growth.In the report of the Nineteenth National Congress of the CPC,the government stressed that we should speed up the construction of coordinated development of economy and ecology,improve the utilization rate of energy resources and reduce pollution emissions by a large margin,so that China's economic construction can be steadily upgraded.As an important national energy base,coal-rich provinces have paid heavy environmental and social and economic costs while contributing to the country's coal supply,energy security and economic development.How to achieve green economic growth in these areas is the key point for China to achieve high-quality development.This thesis defines the concept of "resource endowment" in this research scenario after combing the relevant theories and literature.That is to say,the meaning of "resource endowment" includes not only the resource abundance expressed by natural resource reserves,but also the resource dependence expressed by the degree of dependence of local economy on resource industry.Taking 15 coal-rich provinces in China from 2007 to 2016 as the research object,the growth rate of green total factor productivity in these provinces was calculated by combining the directional distance function and GML model.On this basis,a panel data regression model is constructed to empirically study the impact of resource endowment on green total factor productivity in coal-rich provinces,and the transmission mechanism behind the impact is further explored.The innovation of this study is to study the correlation and transmission mechanism between resource endowment and green total factor productivity,which provides more evidence for the theory of "resource curse",and to provide theoretical support for resource-based areas to break the "resource curse" effect and achieve green development.The main conclusions are as follows:(1)The green total factor productivity of most coal-rich provinces shows a downward trend.The resource abundances in these areas are not related to the changesof green total factor productivity,but the resource dependence is related to the regional green total factor productivity.(2)Through empirical research on the correlation between resource endowment and green total factor productivity and its underlying influence mechanism,it is found that the phenomenon of "resource curse" exists in coal-rich provinces in China.Among the selected control variables,environmental regulation,human capital investment and investment in science and technology have positive effects on the growth of green total factor productivity,among which environmental regulation and investment in science and technology have positive effects.Remarkable.The investment in manufacturing industry and the degree of market closure have a significant negative impact on the growth of green total factor productivity.The impact of foreign investment is positive,but not significant.(3)Resource endowment not only has a direct and negative impact on green total factor productivity,but also can restrain the growth of green total factor productivity through the crowding-out effect of human capital investment,science and technology investment,foreign investment and institutional weakening effect of reducing the degree of market openness;but it can also be slowed down by crowding out pollution-intensive manufacturing industry and improving the intensity of environmental regulation.Understand its negative effects on green total factor productivity.Based on the above conclusions,this paper puts forward the following pertinent suggestions: optimizing the existing institutional environment,promoting technological progress and marketization process,promoting industrial diversification,increasing investment in science and technology and education,accelerating the green transformation and upgrading of pollution-intensive manufacturing industry,and more undertaking and introducing high-end manufacturing industries in some developed areas.The significance of this study is to re-examine and expand the phenomenon of "resource curse",which is necessary to supplement and improve the theory.At the same time,it also provides theoretical support for the government to formulate policies and measures to avoid the "resource curse" effect.
