| This paper is aimed to resolve the issue of the existing system of emergencymanagement evaluation based on 《The Law of the People’s Republic of China onEmergency Responses》. It has to be pointed out that the disaster emergencymanagement assessment indicators system proposed here includes four sets ofindicators, that is, the monitoring and early warning capacity, disaster preventioncapability, resident response capability, disaster response capacity and disasterrecovery capacity, a total of which is41indicators,which are indispensable for thesystem and play their due roles in evaluating the status of a region’s emergencymanagement capacity objectively. At the end of this paper, some relevant conclusionsare deduced from the results of empirical analysis. The main contents are as follows.Firstly, through the summary of theories on emergency management evaluation atdomestic and abroad, existed research achievements are reviewed and further researchis directed as well. What’s more, the connotation of emergency management isanalyzed and defined in depth. How acting on the four aspects of the monitoring andearly warning capacity, disaster prevention capability, resident response capability,disaster response capacity and disaster recovery capacity.Secondly, based on the theoretical research of meteorological disaster emergencymanagement evaluation, the indicator systems of meteorological disaster emergencymanagement is established, according to scientific, systematic, hierarchical,comparability and feasibility of five principles. According to projection pursuit modeltheory of knowledge, build capacity of meteorological disasters emergencymanagement evaluation model.Finally, the meteorological disaster emergency management capabilities of31provinces and autonomous regions of China in2008are evaluated. Following theprojection pursuit emergency management evaluation model and the empirical resultsare analyzed. The following conclusions are obtained.(1) The meteorological disasteremergency management capacities of the eastern, central and western region havenotable difference, and it has a strong positive correlation with the level of regionaleconomic development;(2)In order to obtaining a more objective comparison ofregional meteorological disasters emergency management capacity of the differences,we should also compared them based on regional differences in the strength of weather disaster;(3) meteorological disasters emergency management is a dynamicprocess, including monitoring, prevention, rescue and recovery in four stages.Therefore, to improving the emergency management capabilities, we must coordinatethese four aspects of emergency management building. |
