In response to the national "14th Five Year Plan" emergency system plan,which proposes "improving emergency rescue efficiency" and "forming a new pattern of emergency management for joint construction,governance,and sharing",strengthening auxiliary decision-making,improving the efficiency of rescue information sharing in the emergency rescue process,achieving informatization and modernization of the emergency rescue process,and fully leveraging the advantages of information sharing,this article introduces specific information sharing entities,We have constructed an internal information sharing game model and an information sharing game model under external constraints.We have thoroughly analyzed the impact of important parameters such as costs,losses,and basic benefits on information sharing strategies,and proposed corresponding countermeasures based on the conclusions.The main tasks are as follows:Firstly,from the perspective of internal information sharing in emergency rescue,an evolutionary game model based on the participation of high-risk enterprises and rescue teams is constructed to analyze the evolution trend of internal information sharing systems.Based on the replication dynamic equation and evolutionary game theory,calculate the evolutionary stable points for four different scenarios,and use MATLAB for simulation.The simulation results are consistent with the calculation analysis,and the conclusion is reasonable.Secondly,from the perspective of emergency rescue information sharing under external constraints,regulatory authorities were introduced as the external entity,and constraint parameters such as social donation benefits and additional benefits were added.A tripartite game model based on the participation of high-risk enterprises,rescue teams,and regulatory authorities was constructed,exploring eight different modes of emergency rescue information sharing in different scenarios.At the same time,simulation was conducted to further verify the correctness of the conclusions.Finally,by changing the values of important parameters,analyze the impact and degree of the important parameters on the evolution of the system under external constraints.The results of numerical simulation indicate that under external constraints,(1)the increase in cost can suppress the probability of information sharing among participants to varying degrees;(2)The increase in basic income and additional income can increase the probability of information sharing among participants;(3)The increase in losses can only promote high-risk enterprises and rescue teams to choose information sharing as soon as possible,but it will suppress the probability of regulatory authorities sharing information;(4)The increase in distribution coefficient has a promoting effect on the probability of information sharing among high-risk enterprises and a restraining effect on the probability of information sharing among rescue teams.
