Among the many public sectors,natural resources and planning department occupies the basic and strategic resources for national economic and social development,and it plays an important role in the construction of ecological civilization and the sustainable development of economy.With the deepening of the personnel system reform of administrative organs and institutions and the further standardization of personnel establishment management,the research on the incentive problems of administrative institutions with mixed staffing and posts can enrich the incentive results of civil servants and public institutions to a certain extent.In this thesis,the bureau of natural resources and planning in district J,city C is selected as the research object,and the establishment personnel of administrative institutions with the nature of mixed assignment and post are taken as the research target and emphasis,it has theoretical value and practical significance in Improving the work enthusiasm of the staff,relieving working pressure,stimulating innovation and creativity,strengthening the construction of the team,solving the internal contradictions caused by mixed posts,and giving better play to the functions of departments.This study is based on general incentive theory and policy tool theory,comprehensive uses of literature analysis,investigation and comparative research methods,systematically summarizes the incentive measures and achievements of the natural resources and planning branch bureau in district J city C in terms of personnel motivation,including paying attention to the basic functions of salary incentives,enhancing the positive value of spiritual incentives,emphasizing the use of position promotion mechanisms,striving to exert the incentive role of democratic evaluation and performance appraisal,and actively exploring the incentive effectiveness of education and training.At the same time,it has also been found that the following main problems exist in the incentive for business staffing of the natural resources and planning branch bureau in district J city C: the design of the salary incentive management model is not reasonable,the position promotion mechanism is not sound,the effectiveness of the performance appraisal incentive mechanism is not prominent,the incentive means for education and training are not ideal,the effectiveness of honor incentive is not obvious,and the incentive atmosphere created by the organizational culture is not strong enough.The reasons for these problems are: the specificity of the incentive work for career staffing is not clearly recognized,the management system for incentive work is not sound enough,the design of performance appraisal systems and the application of evaluation results are not perfect,the effectiveness of spiritual motivation continues to encounter serious challenges in pursuing material desires,its difficult to completely avoid some negative impacts of the social environment.In view of the above problems and their causes,the countermeasures and suggestions to optimize the incentive of staff in the natural resources and planning branch in district J city C include: transform the concept of human resource management in the public sector,and attach great importance to the important value of incentive work;according to the unique situation of mixed post staffing,and design an incentive system tailored to the specificities of different personnel;optimize salary incentive measures and explore effective job promotion mechanisms;improve the performance appraisal incentive system and optimize the education and training incentive work;Create a positive organizational culture incentive atmosphere and give full play to the powerful spiritual function of honor motivation;build a complete incentive policy toolbox and enhance the integration effect of various incentive measures.
