Research On The Optimization Of The Functional Operations Of Qidong Municipal Natural Resources And Planning Bureau

On March 17^th,2018,the first session of the 13th National People’s Congress voted to adopt the reform plans of the offices under the State Council and decided to establish the new Ministry of Natural Resources.The overhaul aims to promote the government transition,cut the redundant and overlapped government functions,reduce the difficulties of the coordination between different ministries,improve the efficiency of the governmental operations,and build a service-oriented government.On February,2019,According to the Plan of Reform of Qidong City,the municipal government established the Qidong Municipal Natural Resources and Planning Bureau.As China’s social and economic development has entered a new stage,in the context of the Super-ministry reform,the management mode of the natural resources is gradually turning from the way of linear centralization and local decentralization to the integrated and coordinated way among the ministries.Some functions of the Housing and Urban Rural Development Bureau,the Reform and Development Commission,the Oceanic Bureau,the Water Resources Bureau,the Commission of Agriculture and Rural Affairs,and the Environmental Protection Bureau have been integrated to the Qidong Municipal Natural Resources and Planning Bureau,so that the Bureau is responsible to uniformly manage all natural resource assets owned by the people.Since the introduction of the Super-ministry reform,the Qidong Municipal Natural Resources and Planning Bureau has made some achievements while met some challenges.From the perspective of administrative ecological analysis,adopting the literature research method、case research method and Interview method,this thesis specifically elaborates the optimization of the function operation of Qidong Natural Resources and Planning Bureau from five chapters according to the concepts of raising,analyzing and solving problems.The main contents are as follows:Chapter 1,Introduction contains the research background,literature reviews,research methods,research content and technical routes.Chapter 2,illustrates two core concepts — natural resources management and government function,and explains the theories of structural functionalism and service-oriented government.Chapter 3,introduces in detail the institutional evolution and functional changes of Qidong Natural Resources and Planning Bureau,and expounds on the establishment of its institutions and functions after the reform of the major ministries system.Chapter 4,starts from the analysis of the current situation of the administrative ecology and actual functions of the Qidong Natural Resources and Planning Bureau.On the one hand,the achievements made by the Bureau show the positive impact of the reform of the major ministries system on its functioning.On the other hand,some difficulties affecting the functioning of the Bureau are also found in the analysis process.For example,departments are not easy to integrate after reorganization;excessive local government intervention;the shortage of human and material resources at the grass-roots level and the effect of law enforcement and supervision is not satisfactory.Then,the thesis further analyzes the restrictive factors that lead to the functioning difficulties including the insufficient connection during the function transfer process,the prominent contradiction between "strip and block" dual management,the imbalance of the allocation of functions and administrative resources,and the weak supervision of law enforcement and supervision departments.Chapter 5,targeted at the constraint factors in the practical performance of the Bureau’s functions,reflects on the optimization of the performance from the perspectives of promoting the transfer of functions orderly,clearing the relations with the local governments,improving the reform of administration resource allocation,and enforcing the supervision and regulation both in and out of the system.Meanwhile,relative policies and suggestions are proposed.
