In the past 40 years of reform and opening up,China’s economy has made rapid progress,but with the rapid economic and social development and the acceleration of urbanization,work safety accidents have gradually increased,and work safety problems continue to emerge.Especially in recent years,the Yantai Wushan gold mine accident,jiangsu Xiangshuitian Jiayi Chemical explosion accident,Kunshan "8.2" aluminum dust explosion accident,have caused great damage,to bring us a painful lesson.The township government is the "last kilometer" to implement the national policy,the foundation of the pyramid of government supervision system,the first line of defense of production safety,and plays an indispensable role.To a large extent,the smooth and effective work safety supervision system should be reflected through the implementation of the grass-roots government.But at the moment,the villages and towns of safe production supervision still exist many problems,especially in the current production safety situation is very grim,the requirement of "to keep the bottom line" under the background of increasingly stringent,these problems not only hinder the effective implementation of the villages and towns government work of production safety,and far cannot satisfy the national overall development and safety,adhere to the "people first,life is the highest",Realizing the requirement of enduring peace and stability of the country.Therefore,it is urgent to further optimize the supervision function of township safety production through in-depth research.Taking S Town of Q County as an example,this paper studies the optimization of safety production supervision and management function of township government.First of all,the concept of safe production,safe production supervision and township are defined,and the theoretical basis of application is analyzed.Secondly,through interviews with the leaders in charge of the emergency office of S Town,the staff of the emergency office of S Town,the safety management personnel of the enterprise,the law enforcement personnel of the county emergency Bureau,and the analysis of the work tasks and the status quo of S town,the problems existing in the supervision of the safety production of the township are sorted out.First,the regulatory system is not smooth,and there is insufficient coordination between departments and higher and lower levels.Second,it is difficult to ensure the safety inspection time and energy,in addition to safety production inspection work,but also to participate in the staff work.Third,hidden trouble investigation and rectification is not thorough,there are inspection formalities,formalism.Fourth,the construction of personnel team is not ideal,safety supervisors appear job burnout.Fifth,insufficient funding.Combined with crisis management theory,collaborative governance theory and incentive theory,it is concluded that the reasons for the above problems mainly include subjective and objective aspects.In the subjective aspect,it is mainly due to insufficient ideological attention and insufficient responsibility implementation of all parties.The objective aspects are mainly the lag of system and mechanism construction,incomplete supervision and rectification,increased difficulty in investigation and rectification of potential safety hazards,unreasonable selection and employment mechanism,lack of incentive mechanism,and insufficient supervision role of industry and society.In order to optimize the supervision function of production safety of township government and ensure long-term social stability,the following countermeasures are put forward: strengthen the awareness of red line,strengthen the concept of safety development and implement the responsibility of safety supervision through warning education and other measures.We will further streamline the regulatory system,clarify regulatory responsibilities,clarify the boundaries of responsibilities,and improve the regulatory framework.We will strengthen personnel and financial support,make scientific selection and appointment of personnel,strengthen education and training,and improve material support.Perfect incentive mechanism,pay attention to material incentive and promotion incentive.We will intensify efforts to identify and rectify hidden dangers.We will give full play to the oversight role of social forces.Through the analysis of the status quo,problems,combines the theory summarizes reasons,put forward countermeasures,formed a complete,practical analysis framework,is conducive to better promote the villages and towns the optimization of production safety supervision,and promote more subject to participate in work safety in production,forming the atmosphere of the whole society concerned about security,participation in security.It has certain reference value to similar towns or streets.
