Safety production is associated with economic activities. Only by enhancing the supervision and management level of government and enterprises, can the safety production situation be improved. Because of low productivity development level and weak base on the safety production of enterprise, it is necessary to pay attention to safety supervision and management. Lacking of quantitative technical analysis and research and theoretical innovation, the current safety supervision and management is still depended on traditional methods. According to a great of literature and theory study, graph theory and mechanics are applied to the field of safety production. Quantitative expression about safety supervision and management is carried on. The main contents and conclusions are as follows:(1) Based on current situation of safety production in China, the importance of safety supervision and management work is presented in the dissertation. It indicates that the current supervision and management methods of safety work take the main part in qualitative description, but minor part in systematically quantitative analysis and research. Safety management is concluded as an interdisciplinary discipline, so theories of related disciplines such as physics and mathematics could be applied to safety management, which makes it possible to apply quantificational analysis to safety supervision and management.(2) According to the structure of current safety production supervision system, perpendicular & horizontal structure of the system and their functional characteristics are described in detail. Safety science, management science and graph theory are comparatively analyzed, under which condition, the method of graph theory is used to optimize the structure of safety production supervision system, and improved safety production supervision system is presented.(3) The safety production supervision and management system is expressed by tree, partial order, bipartite graph, network and network chart in the graph theory. Network flow and network graph are merged into safety supervision and management system, and critical path method is used to optimize supervision scheme of safety production program. Expressions and construction steps are researched and concluded, and at the same time the process of using methods in graph theory to study the safety supervision and management system is shown.(4) The abstract concept of forces in safety management is defined. In terms of mechanics, these forces are analyzed, and safety management mechanics expressions are presented. The models about safety decision-making and the field of safety culture are established. Safety management mechanics methods are applied to safety management research, such as PDCA mechanics model, inertia force model and lever arm model etc., which has certain guiding significance for enterprises in quantificational research of safety management.(5) Soft measurement technology and modeling methods are presented. Soft measurement technology and modeling methods based on regression analysis, such as multiple linear regression analysis method, multiple stepwise regression method, principal component analysis and principal component regression are studied. And soft measurement technology based on artificial neural network is also studied in the dissertation. Taking logistics system of chemical industry production for example, principle and steps of risk identification in safety production based on mixed soft measurement model are analyzed.
