The "toilet revolution" in rural areas is an important part of improving the living environment in rural areas,and it is also a livelihood project that contributes to the comprehensive promotion of the rural revitalization strategy.Life philosophy,improve the life happiness index of villagers,and promote the construction of rural civilization,so that the villagers can enjoy the fruits of modern civilization.However,the "toilet revolution" in rural areas involves many aspects such as politics,geography,economy,and culture.Among them,studying how to improve the performance of government functions can effectively solve the problems in the reconstruction of rural toilets and promote the process of "toilet revolution" in rural areas.To this end,centering on the performance of government functions in the rural "toilet revolution",according to the overall governance theory and service-oriented government theory,a theoretical analysis framework of "value concept-governance mechanism-path support-process control-governance tools" is constructed,and the questionnaire survey method is used.,interview method,to analyze the guiding function,planning function,coordination function,fund guarantee function,supervision function,etc.performed by the government in the rural "toilet revolution" in L town,B district,Y city,a northwestern province.Analyze and sort out the existing problems,and provide universal countermeasures for the improvement of the government’s function performance in the rural "toilet revolution".First of all,according to the overall governance theoretical analysis framework,Design the outline of the questionnaire and interview,and conduct the survey through the questionnaire survey method and the interview method.The questionnaire survey uses spss22.0 software to conduct data analysis and statistics on 255 valid questionnaires,and uses frequency analysis,correlation analysis,linear regression analysis and other methods to analyze samples,public needs,collaborative participation,resource integration,whole-process control,information technology Data analysis was carried out on the six dimensions of the situation;4 relevant government officials and 27 villagers were interviewed and important information was extracted.Secondly,this paper analyzes the current situation of government function performance in the rural "toilet revolution" in L town,B district,Y city,and expounds its specific work from the aspects of guidance,planning,coordination,publicity,fund guarantee and supervision functions.Three dimensions of sustainability summarize its effectiveness.Third,it summarizes the problems and causes of the government’s function performance in the rural "toilet revolution" in L town.The problems are mainly at the demand level:the service is not in place,the collaboration level:the vertical and horizontal cooperation is not in-depth,the resource level:insufficient financial protection,the management and control level:the lack of full-process supervision,and the technical level:the lack of information means.The main reasons for the above problems are:lack of in-depth concepts,insufficient investigation and research,unclear role positioning,weak integration capabilities,and imperfect long-term management and protection mechanisms.In the end,according to the overall governance analysis framework,in response to the above problems,the basic countermeasures for improving the performance of government functions in the"toilet revolution" in rural China are put forward:strengthening the concept of"people-oriented",focusing on multi-party cooperation,improving resource integration capabilities,improving Long-term management and protection mechanism,improve the level of electronic administration.
