Study On Long-term Transformation Path Of Production Safety Governance

Campaign-style governance has been widely debated in Our country,and it is frequently seen and even used more and more frequently in governance practice.When governments at all levels are faced with complex and intractable social problems,they will use it as a policy tool of "emergency rescue".Although the government has a clear understanding of the negative impact brought by the campaign-style governance and the short-term effectiveness of governance,and constantly explore the feasibility of reform measures to solve these problems,the results are not satisfactory.As a policy tool frequently used by the government in the process of social governance,campaignstyle governance has shown a certain range of application and evolution logic.Therefore,on the basis of acknowledging that campaign-style governance will exist for a long time in the process of social governance in China,we should reflect and summarize the disadvantages of campaign-style governance,and make the feasibility exploration of campaign-style governance to long-term governance transformation.Production safety special rectification is a kind of typical campaign-style governance activities.Based on the theory of institutional change of historical institutionalism,this thesis provides an explanation framework for the transition from the campaign-style governance of production safety to the long-term governance,and then takes the special regulation of work safety in Jiangsu Province as an example to explain the transformation mechanism of the long-term governance of production safety.The cause of change is the conflict and game between government and enterprises in the unequal relationship of power.The relationship of change is the mutual shaping of government and enterprise in the process of policy change.The important node is the authoritative policy decision of production safety campaign-style governance turning to long-term governance.The change mode shows that the long-term governance is based on the gradual change and path dependence of campaign-style governance.By exploring how the above four dimensions are connected and influenced each other,we can reveal the process and internal mechanism of the transition from the campaign-style governance of production safety to the long-term governance.Through the analysis of the special regulation action of production safety in Jiangsu Province,we can find out how the campaign regulation measures adopted by Jiangsu province affect the effect of production safety governance and what measures Jiangsu Province has taken to maintain the results of campaign-style governance,and then achieve long-term governance.Through the case analysis,we can clarify the problems and deep-seated reasons of the transition from campaign-style governance to long-term governance,and point out the feasible suggestions for optimizing and improving the policy tool of campaign-style governance.The problems of the government’s production safety campaign-style governance can be classified into five aspects: The legitimacy of campaign-style governance,formalism,cost and efficiency,connection of responsibility subject and alienation from goal to outcome.The above problems are often caused by the following reasons: non-institutionalization of governance logic,weak sense of responsibility of production safety subjects,difficult problems of public safety governance,poor cooperation between government departments and imperfect evaluation system.Therefore,it is necessary for governments at all levels to explore the establishment of long-term production safety governance mechanism from objective governance practice.Specifically,from aggrandizement the rule of law guarantee of production safety management,build the value concept that safety and production complement each other and improve the safe production management responsibility system,building the collaborative work of production safety management pattern and strengthen production safety management support five aspects of mechanism,promoting the modernization of production safety management system and management ability.
