| With the construction of ecological civilization becoming a national strategy,the number of ecological water conservancy projects is increasing and the investment is increasing.However,the effect after the implementation of the project is uneven.It is very necessary to carry out post evaluation for the whole process of project implementation.At present,the post evaluation of ecological water conservancy projects in Jiangxi Province and even the whole country is still in its infancy,and there is a lack of systematic and scientific post evaluation models and methods.It is of great practical significance to find a post evaluation method suitable for ecological water conservancy projects and build relevant evaluation models.At present,the evaluation of ecological water conservancy projects is mainly aimed at ecological,economic and social benefits.Although the quality of these aspects can directly reflect the project construction,it is one-sided to draw a conclusion on the quality of project construction only from these aspects.On the basis of learning and learning from the post evaluation of relevant projects at home and abroad,this paper attempts to conduct a comprehensive and systematic post evaluation on the objectives,implementation process,benefits,impact and sustainability of the whole implementation of ecological water conservancy projects,constructs a set of scientific evaluation model,and puts forward a set of reasonable evaluation index system(including 5 first-class indexes,15 second-class indexes and32 third-class indexes).For each index,the weight is given by analytic hierarchy process.The traditional analytic hierarchy process is divided into 1 ~ 9 scales.The huge amount of calculation makes it extremely inconvenient in the actual operation.This paper adopts the AHP of the three scale method(0,1,2)continuously optimized and improved by predecessors,and introduces the optimal transfer matrix to avoid the problems of complex data and serious inconsistency.Finally,each index is given a reasonable weight according to its mutual importance.Perfect index and reasonable index weight constitute the post evaluation index system of ecological water conservancy project.Finally,the author applies the research results to the comprehensive treatment project of Changshui small watershed in Wuning County,and makes an objective and comprehensive evaluation on the project objectives determined in the construction process from 2018 to 2019,the management and responsibility implementation of each unit in the implementation process of the project,the actual benefits generated after the operation of the project,the impact caused by the project and the sustainability of the project.The results show that,The index of the post evaluation model proposed in this paper is reasonable and the method is feasible.It is suitable for the post evaluation of ecological water conservancy projects,and the evaluation results are consistent with the reality.This paper attempts to comprehensively,systematically,scientifically and organically combine the ecological water conservancy project with the post project evaluation,and puts forward a set of perfect index system.This is a meaningful attempt for the post project evaluation in the field of ecological water conservancy engineering and related fields,and has a certain reference significance for later scholars to study related fields. |
