As an important part of the civil aviation airport network,small and medium-sized airports are the important position for the country to guarantee the overall operation safety of civil aviation.Small and medium-sized airport controllers are the key talents to ensure the safety of aviation operation.Strengthening the construction of small and medium-sized airport control team is an important basis for comprehensively improving the security capability of small and medium-sized airports.Therefore,in order to measure whether the existing controller security capability of small and medium-sized airports in China matches its flight support capacity and whether the existing security level can meet the requirements of safety objectives,it is necessary to classify the small and medium-sized airports Air Traffic Control operation capability,and establish the Air Traffic Controller safety capability assessment model for all kinds of small and medium-sized airport controllers safety comprehensive assessment.First,the paper expounds the domestic and foreign research status of "the construction of air traffic control safety evaluation index system and the establishment of evaluation method",and then introduces the research purpose of this paper.The paper also expounds the operation status of air traffic control in small and medium-sized airports,and the safety ability of controllers.The method of k-means clustering analysis and AHP-fuzzy comprehensive evaluation was used to classify the operational guarantee of air traffic management in 182 small and medium-sized airports in China,which makes the classification standard more convincing and reliable.AHP-fuzzy comprehensive evaluation method was used to evaluate the safety capability of controllers in small and medium-sized airports.Then,the k-means clustering method are used for small and medium-sized airport air traffic control operation security has carried on the cluster analysis,combining with clustering analysis index,and the classification of research scholars and experts,the paper establishes an index system of small and medium-sized airport air traffic control operation security classification,and using AHP and fuzzy comprehensive evaluation model for small and medium-sized airport atc operation security classification index system of comprehensive evaluation,the evaluation results show good,in order to put forward the small and mediumsized airport classification standards.According to the status quo of air traffic control(ATC)operation in small and medium-sized airports and the influencing factors of atC operation,a set of relatively complete evaluation index system of controller safety capability is established.Taking "Controller safety capability" as the evaluation target,5 first-level indicators and 25 second-level indicators are set.The ahP-Fuzzy comprehensive evaluation model is built to lay a foundation for the subsequent safety capability assessment of small and medium-sized airport controllers.Finally,the AHP-fuzzy comprehensive evaluation method is used to comprehensively evaluate the safety capability of four types of small and medium-sized airport controllers.According to the operation security situation and all kinds of small and medium-sized airport Air traffic controllers security capability assessment as a result,the controller is small and medium-sized airport security guarantee ability and Air traffic control operation ability raise Suggestions and improvement measures,In this way,the security capability of small and medium-sized airports can be enhanced to achieve the goal of ensuring safety,improving efficiency,promoting normality and strong coordination of aviation.
