| China has always been a big agricultural country.The excessive use of chemical pesticides leads to more and more pesticide packaging waste,which is carelessly discarded in fields,ditches and rivers and can’t be efficiently recycled.Many packaging materials can’t be broken down by themselves.The scattered waste may also find its way into the soil and drinking water sources,which causes a critical effect on the rural ecological environment and people’s physical health.Therefore,the recycling of the waste of pesticides draws a lot of attention in the whole society,and it is also urgent to manage and deal with the waste of pesticides.In order to implement the strategy of ecological civilization and reduce the harm of pollution to the ecological environment,this thesis takes the recycling of the waste of pesticides of Jvxian as an example.It makes an analytical study of the factors affecting the recycling of the waste of pesticide by using the interview method and the method of case analysis,and analyzes the present situation of the recycling of the waste of pesticides through the system supply,general working situation and management measures,which aims to find the problems that lie in the recycling supervision,responsibility implementation and the construction of supporting facilities in work.The thesis also analyzes the relevant experience at home and abroad together with the new public management theory and collaborative governance theory,and then puts forward countermeasures and suggestions for the recovery management of pesticide packaging waste in Jvxian from four aspects: establishing a system and mechanism,improving the level of recovery management,strengthening the supervision of pesticides and implementing the responsibility of recovery management.All above is from the perspective of government public management,and intends to help Jvxian with the waste recycling management of c and ecological civilization construction. |
