In recent years, with the continuous development of urban-rural integration in China, the living standards of urban and rural residents have been continuously improved, and the quantity and types of domestic garbage of urban and rural residents have also continued to rise, which has led to increasing difficulties in urban and rural garbage management.Carrying out the classification of domestic waste can help reduce the amount of waste to the greatest extent, realize the recycling of resources, and improve the overall appearance of urban and rural areas. In 2018,Cangnan County launched the "Garbage Revolution" action, actively promoting the recycling, reduction and harmlessness of waste at the front end of waste management, and the classification of urban and rural domestic waste has achieved certain results. However, there are still problems such as different knowledge and actions of the masses and difficult implementation of policies, which hinder the pace of urban and rural development to a certain extent.Combined with the current situation,it has positive theoretical and practical significance to carry out in-depth research on the domestic waste classification behavior of urban and rural residents in Cangnan County.Based on the theory of planned behavior, social capital and new public governance, this paper constructs a theoretical model of research in combination with Cangnan’s actual situation, and analyzes the questionnaire data through SPSS24 and AMOS23 data analysis tools.Influencing factors of urban and rural residents’ domestic waste classification behavior. The research results show that due to the influence of their own behavior, surrounding atmosphere of garbage classification, understanding of garbage classification knowledge, and personal work and living conditions, there is a big difference between the willingness and behavior of urban and rural residents in Cangnan County to classify domestic garbage, and the willingness is significantly higher than that of urban and rural residents in Cangnan County.Behavior.From the perspective of demographic variables, women are more willing than men, married people are more willing to sort household waste than unmarried people;middle-income groups are more willing to sort household waste than other income groups; The higher the level, the more positive the corresponding domestic waste classification willingness and behavior;those whose identity is a party member and whose occupation is the organization’s cause are more active in domestic waste classification willingness and behavior. In terms of behavioral influencing factors, residents’ attitudes, subjective norms and perceived behavioral control corresponding to the theory of planned behavior have a positive impact on the implementation of household waste classification by urban and rural residents;social trust, horizontal networks, and social norms corresponding to the social capital theory Classification has a positive impact, that is,the higher the degree of social trust, the wider the network coverage, the more effective social norms, and the more active the residents are in implementing household waste classification;in terms of new public governance, the implementation of government policies, publicity efforts, help residents Actively implement household waste classification;in the informal recycling market, there is no significant impact on residents’ household waste classification behavior.According to the analysis results, targeted policy recommendations are made by strengthening policy execution, accurately promoting domestic waste classification, broadening the influence of social capital, and improving the rectification of the recycling market.
