There is a risk of oil spills from large-scale oil drilling in the Arctic,which is much more likely to spill than elsewhere because of its unique geography.A major oil spill in the Arctic would have a huge impact on the environment.In the Arctic,oil deposits take longer to decompose than in warmer environments,so oil pollution has a longer-lasting impact on the environment.With the increasing status of the Arctic region in global politics,the protection of the Arctic environment has attracted more and more attention from the international community.Environmental protection in the Arctic region is not only the responsibility of countries in the region,but also the common expectation and well-being of the international community,bearing on the common destiny of all mankind.It is necessary to assess the effectiveness of international environmental law in protecting the Arctic environment from oil pollution.The main environmental risk of oil extraction in the Arctic is the pollution of Arctic waters by oil spills and the possible transboundary effects,but the Arctic does not have a coherent and effective legal regime to deal with the threat of oil pollution.This calls into question the effectiveness of existing emergency preparedness and response measures in the Arctic,as well as the adequacy of liability and compensation regimes for Marine pollution damage arising from oil exploration and development.In order to effectively protect the environment and biodiversity of the Arctic,it is necessary to improve the legal system of pollution prevention and control from oil exploitation by establishing anti-pollution standards,establishing a framework for long-range transboundary Marine pollution and the system of liability for accidental pollution damage,and giving full play to the role of the Arctic Council.Environmental issues in the Arctic bear on the survival and development of mankind,and the Arctic is also of great strategic significance to China’s development.Tackling pollution from oil exploitation in the Arctic is the entry point for China to participate in Arctic affairs.At present,China should reverse its disadvantage in speaking power,call for the establishment of an Arctic community with a shared future,actively promote the establishment of mechanisms for preventing and controlling environmental pollution from the exploitation of Arctic resources,and continuously improve its scientific research capacity in preventing and controlling environmental pollution,so as to maintain and promote the ecological environment security and sustainable development of the Arctic region. |
