Research On Environmental Protection Inspector System Under The Background Of Regional Collaborative Governance

At present,with the continuous improvement of China’s economic aggregate and growth rate,the regional environmental pressure is also increasing.At present,the research on regional and cross-regional environmental collaborative governance in China is in-depth development.To build the environmental protection supervision system under the background of regional cooperation,it is necessary to deeply study and explore the legal model of regional environmental collaborative governance.The environmental protection inspector system has effectively solved the environmental problems and implemented the main responsibility of environmental protection for our country.China’s environmental protection inspector system has experienced the development process from regional environmental protection inspector to comprehensive environmental protection inspector to central environmental protection inspector,and achieved outstanding results.At present,under the background of China’s emphasis on regional collaborative governance,new development requirements are put forward for the environmental protection supervision system.The research on perfecting the environmental protection supervision system under the regional cooperative governance in China is helpful to promote the construction and development of ecological civilization in China.Based on the above background,this paper first summarizes and theoretically discusses the environmental protection supervision system under regional cooperative governance.On the basis of expounding the regional collaborative governance model,this paper further describes the challenges and characteristics of the environmental protection supervision system under the background of this model,and sorts out and sums up the public trust theory,power restriction supervision theory and responsibility sharing theory involved in the two models.At the same time,the implementation status of environmental protection supervision system under regional collaborative governance is analyzed,and the existing problems in environmental protection supervision system under the background of regional collaborative governance are put forward.At present,the legal basis of joint legislation of the environmental protection supervision system under the regional cooperative governance in China is lacking,and the increasingly acute conflict of interests in the supervision work makes it difficult to establish the standards of environmental protection supervision.The existence and stability of the supervision leading group is poor;Environmental protection inspector group’s right to suggest punishment is not mandatory;Lack of effective information sharing and communication mechanism;There are some problems in the accountability mechanism of environmental protection inspectors in regional collaborative governance.In addition,this paper makes an empirical study of the environmental protection supervision system under the coordinated governance of foreign regions,which can mainly draw lessons from the independent cross-regional supervision institutions established in the United States,the long-term cooperation mechanism in the Russian land supervision system,and the verticality of information sharing and work development in the German environmental office system.Therefore,it is pointed out that China’s environmental protection supervision system should focus on strengthening information sharing and cooperative communication among departments,establishing long-term cooperation mechanism and forming a good external communication mechanism under the background of regional coordinated governance.Based on the above content,this paper puts forward some suggestions for improving the existing problems of China’s regional cooperative governance environmental protection supervision system.Specifically,it can be improved from the following aspects: improving the legal norms of regional cooperative governance of environmental protection inspectors,balancing interests,establishing unified inspection standards,ensuring the permanent and long-term existence of the leading group of environmental protection inspectors,strengthening the implementation of the punishment suggestion right of environmental protection inspectors,improving the information sharing and communication mechanism,and improving the inter-regional joint accountability mechanism.Based on the theory of regional cooperation,this paper combines the regional cooperative governance with the environmental protection supervision system,points out the problems existing in the environmental protection supervision system in the process of regional cooperative governance in China,and puts forward suggestions for improvement.Pay attention to relevant literature at any time,and provide the latest literature reference for the article.
