Under The Background Of The First Round Of Central Environmental Protection Supervision,the Research On The Problems And Countermeasures Of Local Ecological Environment Governance In Our Country

Ecological civilization is the latest theoretical achievement of human civilization development.It can realize the harmonious development between man and nature.Therefore,from 2016 to 2019,our country has carried out the work of ecological and environmental protection supervision in 31 provinces,with "Supervision of government" as the core and"The party and government share responsibility,one post and two responsibilities" as the focus,effectively improve the efficiency of local government environmental governance,enhance the environmental protection awareness of the government and enterprises,improve the environmental governance issues.However,from the feedback of the first round of environmental supervision,there are still some challenges in our country’s ecoenvironmental governance,such as inadequate governance supervision,governance model is not perfect and so on.Therefore,this article takes the first round of environmental supervision as the background to analyze the present situation and the existing problems of the local ecological environment governance,and to provide countermeasures and suggestions for the local ecological environment governance of our country,so as to improve the ecological environment,realize the harmony between man and nature.In view of this,this article in the first round of environmental inspection background,on the basis of literature combing,with the province as the object,study the status and problems of local eco-environmental governance;further,through the empirical analysis of the impact of environmental governance effect of the relevant factors,to enhance the effectiveness of local eco-environmental governance measures and recommendations.According to the frame structure,the first chapter is the introduction,the second chapter is the related summary and the theoretical foundation,the third chapter is the research on the local ecological environment governance and problems under the background of the first round of central environmental supervision,the fourth chapter,the first round of central environmental supervision under the background of the impact of our local ecoenvironmental governance factors analysis.Based on the analysis of the present situation of local eco-environmental governance in our country under the background of the first round of environmental supervision,this paper further analyzes the problems of local eco-environmental governance,part of the local ecological environment supervision is not in place;second,the local ecological environment coordination governance model is not perfect;third,the local ecological environment governance guarantee mechanism is not perfect;fourth,secondly,through the establishment of the adjustment effect model,the factors affecting the treatment of sewage,solid waste and waste gas pollution were analyzed.The results show that,firstly,the amount of local environmental protection funds and the number of government officials have a significant positive regulation effect on the effect of wastewater treatment,that is,local environmental protection funds and the number of remediation officials will positively promote the improvement of wastewater treatment efficiency;second,the number of remediation officials has a significant positive regulatory effect on the solid waste treatment effect,third,the amount of local environmental funds and the number of government officials have a significant positive moderating effect on the effect of waste gas treatment,that is,local environmental funds and the number of clean-up officials will promote the number of waste-gas treatment facilities to increase.On the basis of relevant empirical analysis,this paper draws lessons from domestic and foreign experience,and puts forward countermeasures and suggestions.First,strengthen the construction of party conduct and clean government,improve the quality and efficiency of environmental protection inspection.Second,clarify the rights and responsibilities of environmental governance,strengthen the effectiveness of local government governance.Third,mobilize the multi-subject,strengthen the local ecological environment coordination mechanism.Fourth,tamp down the system guarantee of local ecological environment management.Fifth,strengthen the supervision of third-party testing institutions,improve the professionalism of environmental testing personnel.
