Since the report of the 18th National Congress,to facilitate the construction of ecological civilization has been improved to a new height written in National Development Strategy.promoting green development and Building a beautiful China is a new big era in the development of our society.With the people’s ever-growing needs for a better life,it is unable to meet demand in comprehensive regulation of environment.Garbage treatment is still a social problems.Since May 1 in 2020,on the basis of summing up garbage sorting historical experience over 20 years,Beijing has started to carry out the city’s current regulation on domestic waste management under the social background of speeding up the building of ecological civilization.The effect of the regulation since it put in practice for a year has been widly concered in all social circles.To research the regulation has great significance in theoretical research and practice progress.The article mainly focus on Beijing garbage sorting disposal problem,research public policy(Regulations of Beijing Municipality on the administration of domestic waste)problems and reasons to enhanse public management,practice green development,protect ecological enviroment,promote public benefits,...increase the public’s sense of gain,satisfaction and happiness.According to the survey of the background information and historical documents in garbage sorting management in Beijing,The article describe the Origin of garbage sorting policy,the historical evolution in each period and the related policy practices in detail.Based on the survey,the article has pointedly designed a survey questionnaire for the present situation about Beijing garbage sorting effect and interview outlines for garbage sorting transport and treatment enterprises.After that,the article has analysed garbage sorting policy’s effect,existing problems and reasons from the whole process of waste sorting delivery,collect,transport and disposal.At last,according to the Smith public policy model,the article has described policy improvement in four aspects of government regulation,execution subject,target population and social environment and then put forward suggestions for optimizing waste sorting policy in the hope of providing reference.
