Research On Environmental Protection Supervision Of Rui Cang Expressway Construction Project From The Perspective Of Public Management

After more than 30 years of development and construction,Zhejiang Province has achieved the goal of " every county is connected to expressways ",which strongly supports the economic and social development of Zhejiang Province.During the "Fourteenth Five Year Plan" period,expressway construction in Zhejiang Province continued to develop rapidly.The construction of expressway projects will occupy even more land resources which will inevitably bring some impacts to the ecological environment along the line,thus higher requirements are put forward for the government departments in environmental protection supervision.At present,China has issued a series of environmental protection supervision and management policy documents to manage projects in their different stages,but various environmental problems occur from time to time when implement these policy documents on expressway projects.Therefore,this study has strong practical significance.Based on the New Public Management Theory,Public Governance Theory and System Theory,this paper starts from the perspective of public management,focuses on the government supervision,uses literature research,survey interview and questionnaire survey to study the environmental protection supervision issues occuring from Ruicang Expressway construction.The questionnaire was distributed and mailed to participants,supervision units,people along the line,industry experts and other objects.A total of200 questionnaires were sent,178 of which were valid.At the same time,a total of 8 supervisors from the competent department of ecological environment,the competent department of transportation industry and environmental protection experts in Zhejiang Province were interviewed and investigated.The research indicates that there are still some problems in the environmental protection supervision on highway construction projects,such as unclear environmental supervision responsibilities of various departments,imperfect environmental protection supervision standards,and lack of environmental supervision methods and capabilities.The main reasons for these problems are that the environmental protection supervision system is not in place,the environmental supervision standard system is not perfect,and the environmental protection supervision team is insufficient capacity.Therefore,it is necessary to strengthen the implementation of the environmental protection supervision system,standardize the standard system of environmental protection supervision,and enhance the capability and strength of the supervision team,so as to further reduce the impact of engineering construction on the ecological environment and ensure the sustainable and high-quality development of highway construction.
