Study On Dilemma And Countermeasures Of Government Function In Promoting Cigar Industry Development In Shifang City,sichuan Province

Shifang City is the birthplace of cigar industry in China,and its cigar industry development is representative of China.Shifang City government,Sichuan Tobacco Monopoly Bureau and Sichuan Zhongyan jointly bear the important task of revitalizing the development of Chinese cigar.This paper studies the dilemma of promoting the development of cigar industry in Shifang City from the perspective of government functions.To sort out the research results of government function and government industry function at home and abroad.Based on the meta-governance theory and the new public service theory,a theoretical analysis framework was constructed to analyze the real situation of Shifang City in promoting the development of cigar industry from the perspective of government regulation function,government service function in the industry and the specific functions at four levels.Through two investigation methods of in-depth interview and questionnaire survey,the paper analyzes the function positioning of the government in promoting the development of cigar industry and the predicament of the government in four aspects of function performance.Cigar cultural and tourism integration planning is not clear,the government’s policy supply is not strong enough,the government is not good at attracting small and medium-sized supporting enterprises,and the industry’s key elements and resources are not sufficient.At the same time,combined with the theory and interview results,the external and internal causes of the dilemma were analyzed.The external reason is that the government’s promotion of industrial development is limited by external objective conditions.The internal causes are divided into four aspects.The first is the lack of scientific global planning and the lack of motivation of the bearer.Second,in terms of policy,the participation of target groups in policy formulation is low,and the monitoring mechanism in policy implementation needs to be supplemented.Third,in the aspect of investment attraction,the evaluation index of investment attraction is more "big" than "small",and the business environment improvement of resources and internal coordination is not good.Fourth,human resource security is the lack of human cultivation mechanism.Finally put forward four aspects of countermeasures and suggestions.One is to strengthen the top-level design of planning.The system planning makes clear the construction direction and integration target to enrich the cultural connotation and tourism forms of cigar.Second,we will strengthen the policy supply system.Optimize the identification process of industrial policy issues,strive for long-term support from superiors,enrich the participation mechanism of policy formulation,and supplement the monitoring measures at the implementation stage.Third,strengthen the industrial investment structure and mechanism.We will strengthen the investment structure and resource reserve,and improve the mechanism for promoting industrial investment.Fourth,in terms of human resources,government,industry and education develop in synergy and complement each other.Conclusion: Shifang City government should continue to promote the development of cigar industry in the early stage of high quality development.Government regulation and regulation and service are two important functions to promote the development of the industry.It is the key for the government to promote the development and performance of the cigar industry by making development plans,providing supportive policies,strengthening investment attraction and providing excellent element resources guarantee.
