Study On The Government Function In The Development Of Aluminium Industry In Donghe District

Aluminium industry is one of the six pillar industries("steel and iron,aluminum,electric power,equipment manufacturing,coal chemical industry and rare earth industry")in Baotou.For Donghe,aluminum industry is the mainstay industry,as well as the main growth point of the economy in this area,playing a pivotal role in Baotou's economic development.After more than ten years' hard work,aluminium industry has begun to take shape.However,in recent years,along with the change of the environment and the policy adjusting,Donghe's aluminum industry is facing a severe problems,such as low-grade products,weak technologic innovation ability,short industry chain,imperfect infrastructure,resource shortage and so on,so it is urgent to change the development mode.Against this background,the article analyses Donghe District Government how to promote the development of the aluminum industry,it provides some references for how to make the aluminum industry bigger and stronger in the future and promote the further development of economy.Besides,it also has reference significance for the development of other industries in Donghe.This paper uses literature analysis,qualitative methods and field investigation method to study the the government functions in the development of Donghe's aluminum industry.Firstly,the background,significance and research status are elaborated.Secondly,the development status of Donghe's aluminium industry is elaborated,uses SWOT analysis matrix to analyse the advantages,shortcomings,opportunities,and challenges of Donghe's aluminium industry,then introduces the roles that the government should play.Thirdly,by analysing the existing government functions in the development of Donghe's aluminium industry,it discovers some problems,such as lack of planning's leading role,weak policy effect and public services,poor oversight mechanisms,then the reasons are analyzed.Finally,it supplies some suggestions and countermeasures to further develop the government funictions,including enhancing macro-guidance,strengthening the effectiveness of policies,improving the level of public services,protecting the ecological environment strictly.
