Study On The Function Of Shaanxi Provincial Government In The Development Of Electrolyzing Aluminum Industry

Aluminum has excellent physical and chemical properties,such as light material,high strength,corrosion resistance,long service life,and good alloying ability.It is the second largest common metal in the world in output and usage after iron and steel.It is widely used in real estate,transportation,infrastructure construction,packaging and other industries.At the same time,because of its good recycling performance,aluminum also plays an important role in the process of developing circular economy,promoting energy conservation and emission reduction,and protecting the environment.Therefore,all countries in the world attach great importance to the development of their own aluminum industry.As an underdeveloped province in Western China,Shaanxi electrolytic aluminium industry once played an important role in provincial industrial economic growth.However,since the blind expansion of domestic electrolytic aluminium caused a large area of overcapacity,the adverse effects of soaring production and operation costs,deteriorating income-generating and profitability,sharp decline in the number of enterprises in production and poor market risk resistance have seriously affected the healthy development of Shaanxi electrolytic aluminium industry.After years of development,although Shaanxi electrolytic aluminium industry has made some achievements in technological innovation,operation mode and scale efficiency,the root problems such as incomplete industrial chain,decentralized industrial layout and poor risk resistance have not been solved for a long time,and the market mechanism has failed.Therefore,from the perspective of the Shaanxi provincial government,this paper intends to study how to solve the current dilemma in the development of Shaanxi electrolytic aluminium industry by strengthening the role of the government,hoping to promote the efficient,rapid and sustainable development of Shaanxi electrolytic aluminium industry.First of all,this paper summarizes the relevant research achievements of China's electrolytic aluminum industry and the role of the government and summarizes its research status and trends,at the same time,on the basis of analyzing the development status and shortcomings of Shaanxi electrolytic aluminum industry,the author thinks that the Shaanxi provincial government should play its guiding role to help the enterprises to get out of the difficulty and realize the harmonious development of the industry under the background of the serious over-capacity of the National Electrolytic Aluminium Industry and the sharp decline of the profits of the aluminium enterprises.Secondly,this paper uses the new public management theory to explore the Shaanxi provincial government's role in the status quo of Shaanxi electrolytic aluminum industry,deficiencies and reasons.Due to the lack of attention,thinking and understanding of the development of the electrolytic aluminum industry,the Shaanxi provincial government still has three deficiencies in the development of the electrolytic aluminum industry,namely,inadequate policy planning,inadequate supervision and promotion,and imperfect service guarantee,these three deficiencies are the main direction of Shaanxi provincial government.Finally,the paper puts forward some suggestions on the government's role in promoting the development of Shaanxi electrolytic aluminum industry from three aspects: Perfecting the Planning Policy System,optimizing the evaluation system and perfecting the service guarantee system.The research results of this paper can not only provide reference for local governments of the same kind to develop the electrolytic aluminum industry,at the same time,it is of great significance for local government to speed up the industrial transformation,adjust the industrial structure and promote the coordinated development of industry.
