With the advent of a new era,our country is meeting higher requirements for the construction of ecological civilization.Under new circumstances.Therefore,the central government launched a vertical management reform within the scope of provincial ecological environment protection departments.This program attempts to solve some existing management problems in the ecological environment agencies,then realize the independence and authority of the ecological environmental protection team,and finally make environmental supervision more scientific and efficient.In this context,it is of great theoretical value and practical significance to research on Problems and Countermeasures of Vertical Management Reform in Xinjin District Bureau of Ecological Environment.Based on the theories of bureaucracy,game,and holistic governance,this thesis applied methods such as literature research,case analysis and field survey to carry out the project.Taking the Chengdu Xinjin District Bureau of Ecological Environment as the object of study,this thesis aims to conduct a comprehensive analysis of current problems and causes,then provide optimizing strategies for vertical management launched in the basic departments.Vertical management refers to the system in which personnel,financial and operation rights of lower-level government departments are directly led by their counterparts at a higher level.Independent from the leadership of the local party and government offices,a new kind of direct relationship of administrative subordination is established between upper-level and lower-level counterparts.Questionnaire surveys and field interviews are launched among the employees working in the Bureau of Ecological Environment of Xinjin District.According to the data collected,this thesis finds out that some achievements have been accomplished in this basic organization during the reform.However,some new problems also emerge at the meantime,such as the imperfect integration of internal institutions,inappropriate staff arrangement,poor cooperation with other local departments,and decreased working productivity.Through the analysis of these problems,it finds out that,from the subjective dimensions,the passive acceptance of reform by staff,the unawareness of equality in powers or authority,and the poor collaboration in teams are the main reasons for the problems of reform.On the other hand,in terms of the objective aspects,there is no explicit stipulation about the administrative status of the internal agencies,no clear requirements on the reform progress,and variance between reform measures and purposes.In addition to the overdue establishment of mechanisms of daily management,collaboration,and social participation,the short supply of human resources,financial support,and corresponding services are also important factors causing the problems in vertical management reform.In view of the above situation,this thesis believes that if some relevant departments want to solve these existing problems from the root,they should accomplish the ideological transformation in the first place,involving adhering to the people-oriented principle,fulfilling their work with due diligence,and develop the concept of holistic governance.As for the objective conditions,in the reform scheme,we should adjust the administrative level of institutions,clarify the requirements on reform progress,and formulate a security system of employee benefits.In the working program,we should strengthen the internal assessment and management mechanism,enhance the internal and external coordination mechanism,and improve the corresponding supervision mechanism.In the reform supporting facilities,we should give greater security to the human,financial and material resources,establish a system to define the respective authority and expenditure responsibility,and pay attention to the use of information technology.
