| China is a large agricultural country with a majority of agricultural population.With the rapid development of China’s economy and society,the material living conditions of farmers have been constantly improved,and the rural residential environment has gradually attracted people’s attention.In order to actively promote the improvement of rural human settlements nationwide,the State Council issued the Guiding Opinions on Improving Rural Human Settlements in 2014,which provided a policy basis for the governance of rural human settlements nationwide.In February 2018,the State Council issued the Three Year Action Plan for the Improvement of Rural Human Settlements,which proposed specific tasks for the improvement of rural human settlements and set different goals according to regional differences,providing an important reference for the improvement of rural human settlements nationwide.In essence,the implementation of the strategy of "building a new socialist countryside" can be considered as the reconstruction of rural human settlements.The governance of rural human settlement environment can not only effectively improve the appearance of villages and improve the quality of life of farmers,but also promote the smooth progress of rural construction,which is more conducive to promoting the construction of a new socialist countryside.This study takes Feicheng as an example.As a traditional agricultural production county,Feicheng’s agricultural economy is an important part of the city’s economic development,and the overall situation analysis of its rural residential environment is representative.Based on the literature review and field research results,this paper uses the scientific theory of human settlements,combined with the theory of collaborative governance and sustainable development theory,to divide the research on rural human settlements into four levels: policy level,ecological environment protection level,living conditions improvement level,and villagers level.It also determines the research structure to analyze the current situation,find out the problems,analyze the reasons,and propose countermeasures.The main conclusions are as follows: First,at the policy level,the implementation of the policy is not in place,and efforts should be made to establish an effectiveness evaluation and monitoring mechanism;The long-term effectiveness of the policy is insufficient,and a long-term mechanism should be built.Second,at the level of ecological environment protection,there is a phenomenon of "fighting independently",and we should strengthen the coordination of multiple departments;It is difficult to classify garbage effectively,so we should improve the incentive mechanism and strengthen the construction of cleaning staff;If the domestic sewage treatment is not in place,the construction of facilities should be strengthened,and the operation and management mechanism should be improved.Third,at the level of improving living conditions,infrastructure construction is insufficient,and multi-channel fund guarantee should be strengthened;The village layout planning is unreasonable and should be scientifically prepared.Fourth,at the level of villagers,the participation of villagers is not high,and publicity and education guidance should be strengthened;The villagers’ sense of ownership is not strong,so we should strengthen the government’s sense of service and guide the masses to jointly build,jointly govern and share.Through the exploration and research of this paper,it can bring certain help to the development of related fields,create certain research value,and provide some new ideas for the rural human settlements environmental governance of the same type of cities in China. |
