Research On The Dilemma And Optimization Path Of Local Government Water Environment Governance From The Perspective Of Network Governance

Urban river water environment is an important natural resource as well as a public product.Yantouzha of Jiaojiang district,Taizhou city is located at the mouth of Jiaojiang River in Taizhou,and the river system of Jiaojiang district south bank converges here.Improving the water environment management ability of local government plays a vital role in Jiaojiang District’s sustainable development of economy and society,the construction of ecological civilization,and the people’s expectation for a better living environment.Jiaojiang District,which is the center zone of Taizhou city,has a resident population of more than 820,000,and its economic and social level is relatively developed.Under the background of the high development of modern social economy,a varioty of complicated,sudden and interactive public problems of river ecology are becoming increasingly prominent.The causes and solutions of these problems are diverse,but the main body,which should be responsible to solve these problems,is still the local government’s departments.In recent years,we can learn from Jiaojiang River’s water practical environment governance experience that,the traditional way of water environment management presents the plight of weak governance and becoming more and more difficult to meet the demand of the current water environment governance.Nowadays,the thought of collaborative work gradually applied in water environment management and promoted.In order to better driving the public,companies and other main bodies participating in water environmental governance,what the government needs to do matters.Therefore,the study of government network governance in water environment governance discussed in this paper is produced.This paper is made up of four parts.The first,which is this paper’s foundation,is the introduction.Case analysis is the main method used in this paper.Firstly,the core concepts such as local government and water environment management are preliminarily defined.Secondly,it introduces the theory of network governance,and summarizes the connotation and main logic of "network governance" by the means of this theory,providing an analytical framework for the following research.The second part is a summary of Yantouzha water environment governance process and government governance system construction.First of all,starting from the governance process of Yantouzha,the paper summarizes three main stages of the water environment governance process of Yantouzha,and abstracts how the local government constructs the governance system from the following three aspects,system,organization and operation.The third part points out the dilemmas existing in the governance of Yantouzha water environment and analyzes the deep causes of these dilemmas.Based on the four dimensions of network governance theory,this paper analyzes the problems existing in the framework design,network connection,responsibility mechanism and governance capacity of Yantouzha water environmental governance network.The fourth part gives the local government water environment governance optimization approach.By setting a target of solving the dilemmas from the above part of the research,the paper combines the main link factors of "network governance" with the practical problems of Yantouzha water environmental governance.On the basis of perfecting the existing cooperation system,put forward effective improvement measures and means as well as constantly improve the whole cooperation system of water environment governance,which is of practical significance to the water environment management in later days.
