The process of urbanization and industrialization has broken the" urban-rural dual economic structure" between the city and rural areas, which brought the rapid development of economy and great improvement of people's living standards in rural areas. But at the same time, environmental problems followed. At present, the rural environmental problem has become one of the key factors that constraints the further development of the rural areas. How to correctly deal with the relationships between environment and economic development, relationships of governments at all level and relationships of the various stakeholders are a great challenge to the governments, especially the local governments which are directly in contact with people.Through the inspection and study of the existing research in rural environment protection and the Empirical research of the status, the policies of the rural environment and the implementation effect of environmental protection measures in Jiangbei District, Ningbo City, this paper analysis our existing model of environmental protection in rural areas in-depth, pointing out the actual situation of China's rural environmental, such as the ill- implemented protection policies, the lack of environment funding and so on. The deep-seated cause of this situation is the "failure of local government." The fundamental reason of this "government failure" is the current performance evaluation mechanism of our centre government, under which the local governments can not correctly deal with the relationships between economic development and environmental protection. On the basis the empirical study and theoretical analysis, this paper insists, that in order to Effectively improve the quality of rural environment, to ensure a sustained and rapid development of the rural areas, local governments should not be limited to be the only actor, but should set up a new order of environmental protection, which means a collaboration from central to local, and every stakeholder from the government to enterprises and individuals should participate in.
