| With the deepening of reform and opening up,it has led to the rapid rise of economy and society.While people share the fruits of development,they are also faced with more and more natural disasters,eco-environmental crises and many other unsafe factors.Water pollution is one of the most far-reaching problems.Due to the mobility of water resources,its basin often involves multiple administrative divisions.Under the respective management modes of traditional administrative divisions,it is easy to produce trans-regional comprehensive control of water pollution,such as crisis transfer,"hitchhiking" and so on.As a representative drinking water source river in China,East river can not only provide industrial and agricultural water for Guangdong Heyuan,Huizhou and other cities,but also provide drinking water sources for important cities such as Hong Kong,Guangzhou,Shenzhen,Dongguan and so on.It can be called the water of politics,life and economy in South China.However,with the accelerated pace of economic development,the water pollution of East River is becoming more and more serious.The characteristics of wide scope and distinct administrative boundary of East River basin also bring difficulties to the effective development of comprehensive control of cross-border water pollution.Therefore,combined with the current situation of water pollution control in East River Basin,this paper comprehensively uses literature analysis,case analysis,cost-benefit analysis and other research methods.With the help of regional governance theory,collaborative governance theory,behavioral game theory and other theoretical perspectives.Based on a comprehensive review of the development of East River water pollution control,this paper further conducted the analysis pf the East River Basin government cooperation governance network.After quantization by Bibexcel,the network map is drawn by Netdraw.Through the analysis of the development trend,development methods,regional distribution,network structureand government relationship,it concluded the characteristics of local government cooperation in the East River Basin and the governance modes in different regions.this paper studies the government cooperation in the treatment of cross-boundary water pollution in East River.First of all,this paper combs the development process of Dong water pollution control.It is considered that the treatment of water pollution in East River has experienced the stage of "traditional governance" focusing on solving local problems,the passive stage of seeking local cooperation,the stage of overall governance based on coordinating the interests of all parties,and the current stage of the formation of pluralistic governance pattern based on the expansion of social participation.In the process of combing the development process of Dong water pollution control,it is further pointed out that there are not only some problems in Dong basin,such as inadequate discharge supervision,difficult coordination of cross-boundary water pollution,imperfect sewage treatment mechanism and so on.Moreover,there are also some problems in the process of cooperative governance,such as inconsistency of environmental governance laws and regulations pursued by various governance subjects,lack of willingness and consensus of cooperative governance,single governance subject,obstacles to the operation of cooperation mechanism,lack of functions of comprehensive regulatory agencies,and difficulties in the implementation of river basin compensation mechanism.In the context of the current problems of comprehensive governance of the East River Basin,this paper proposes countermeasures in terms of cooperation in cost-benefit division,formation of intent,clear division of powers and responsibilities,improvement of the cooperation mechanism and detection and feedback mechanism,absorption of local governance experience,innovation in management methods and suggests expansion of stakeholder participation channels.First of all,it is proposed to promote a consensus in the ecological governance of the various local government bodies in the river basin,and enhance the willingness of these bodies to cooperate through the guidance of values and the adjustment of the performance evaluation mechanism;Improve the water pollution control plan to promote effective coordination in the exercise of water pollution control by local government bodies;thirdly,divide the watershed into multiple functional areas according to the nature of the water pollution problem and the level of each local government in the East River Basin,and clarify the governance direction ofdifferent functional areas;fourth,begin to establish and improve the cooperation mechanism for cross-border governance of the East River Basin,establish a flow negotiation and sharing mechanism,improve the river basin compensation mechanism,and consolidate the main governing bodies as a whole through an organized,institutionalized and comprehensive coordination mechanism;fifth,promote the remediation of key polluted rivers,deepen and refine cooperation within and the scope of the "Shenzhen-Dongguan-Huizhou Water Pollution Governance Network",strengthen the supervision of the implementation and effectiveness of cooperation policies and agreements,improve the information sharing mechanism,and notify the responsible subjects who have not completed the governance tasks;finally,a novel and versatile governance pattern should be built,the scope and participation channels in watershed governance be broadened,more third-party institutions and citizens be encouraged to participate in watershed governance and supervision;experience summarization and exchanges in water pollution governance should be done proactively accompanied by active research,exploration and innovation.The regional governance model provides experience and theoretical support for further strengthening cross-border water pollution cooperation. |
