Research On Environmental Regulation Of Local Government From The Perspective Of Evolutionary Game

The contradiction between environmental protection and economic development continues to deepen,environmental governance has become the issue of close attention of the whole society,environmental regulation has also become a hot spot in the field of public management,the state has constantly improved the environmental regulation policy to alleviate the contradiction between economic development and environmental protection,but there are still some problems in China,such as weak implementation of environmental regulations by local governments,and the implementation effect is not obvious.Therefore,Based on the evolutionary game theory,this thesis analyzes and summarizes the research on environmental regulation at home and abroad,clarifies the current situation of local government environmental regulation,and then reveals the existing problems and causes of the existing problems.Finally,based on the construction of the evolutionary game model of local government environmental regulation and the use of MATLAB simulation for verification,the paper puts forward some suggestions The countermeasures and suggestions to improve the level of local government environmental regulation are put forward.First of all,this paper systematically summarizes the relevant concepts and theories of local government environmental regulation from the perspective of evolutionary game.Based on the relevant theoretical basis,combined with the existing research results of domestic and foreign scholars,this thesis combs the current situation of local government environmental regulation implementation,environmental regulation implementation effect and public participation However,due to the influence of some restrictive factors,there are still some problems in local government’s environmental regulation,such as low intensity of environmental regulation,low effect of environmental regulation and public participation This paper studies the environmental regulation behavior of local government in theory.Then,this thesis analyzes the causes of the current environmental regulation problems.Based on the evolutionary game theory,this paper constructs an evolutionary game model of the central government local government enterprise public environmental regulation.Through the relevant methods,this paper studies the impact mechanism of the main strategy choice on local government environmental regulation,and studies the influence of each party’s main strategy choice on the local government’s environmental regulation Influence mechanism.On the basis of the above theoretical model,further use MATLAB software to carry out numerical simulation analysis,intuitively reflect the influence of parameter changes in the model on the system,as well as the key influencing factors of local government’s environmental regulation behavior strategy,explore the formation mechanism of environmental pollution control effect is not obvious,and point out the construction direction of the mechanism for promoting the improvement of local government’s environmental regulation at the macro level.Finally,After the analysis,the thesis puts forward the relevant local government environmental regulation suggestions for the existing problems of environmental regulation,and strives to improve the level of pollution control.Firstly,in the aspect of environmental regulation law enforcement,we should increase transfer payment,strengthen financial support,improve regulatory system,and implement environmental performance appraisal;secondly,in the aspect of environmental regulation effect,we should formulate reasonable reward and punishment mechanism,implement environmental protection accountability system,improve environmental regulation standards,and promote enterprise technological innovation;thirdly,in the aspect of public participation,we should improve system construction,and improve public awareness Public participation consciousness,perfect incentive mechanism,reduce the cost of public rights.
