Research On Ro-Ro Ships Accidents And Response Measures

Automobiles have become the third largest export commodity in the world,and the competitiveness of China’s independent brands of automobiles is increasing,and exports will become a trend.Ro-Ro ships will undertake more automobile transportation business.In recent years,major international ro-ro ship operating companies have owned several new ship orders and some under construction ro-ro ships.With the increase in the volume of ro-ro ship industry,a larger number of ship and the participation of more practitioners will inevitably increase the probability of maritime accidents.In order to find the characteristics of ro-ro ship accidents,reduce the probability of future ship accidents,and enhance the emergency response capabilities,this paper has carried out a research on ro-ro ship accidents and countermeasures.Relying on official authoritative data platforms such as the International Maritime Organization(IMO)and the European Maritime Safety Agency(EMSA),this article collected 54 detailed reports on ro-ro ship accidents that occurred from 2011 to 2019.By using cross-tab analysis,statistical analysis,and Grey relational analysis,the accidents were divided into five indicators: ship status,accident type,ship age,tonnage,and human factors to be analyzed,study the characteristics of the accident,summarize the cause of the accident,and finally put forward suggestions for improving the safety of the ship.Accident analysis showed that with the yearly increase in the number of ro-ro vessels,the number of accidents also increased volatility.The gray correlation analysis shows that ro-ro ships are more prone to accidents when they are sailing and entering and leaving the port,that is,when the main engine of the ship is driving on the water,it is relatively more dangerous;through the analysis of accident types,it can be seen that fire accidents threaten the safety of ro-ro ships severely which is the most dangerous type of accident,and the cause of the fire is complicated due to the characteristics of the ro-ro ship itself.In addition,grounding,collision,and personal injury are also the types of accidents that occur on ro-ro ship frequently;Accidents are more likely to occur with the age of the ship is more than 20 years and the tonnage is less than 10,000 GT than new large ships;when analyzing the relationship between human factors and ro-ro ship accidents,it is found that most accidents are caused by lack of training of crew or workers,and a small part of them are caused by lack of safety awareness and negligence.This article analyzes ro-ro ship accidents and provides valuable reference suggestions for ship managers when formulating ship safety regulations and other content.The cause of the accident is abstracted and summarized,clearly organized,so that managers can fully understand the cause of the accident.In addition,this article proposes a ro-ro ship emergency system framework to provide a reference for emergency operations after an accident.Finally,this article provides corresponding suggestions for managers from the four aspects of "people-ship-environmentmanagement" and fire accidents.So as to help the safe and healthy development of the ro-ro shipping industry.
