| As living standards continue to rise,the daily production of domestic waste is increasing and the pressure on the government to dispose of domestic waste is growing.In the absence of a fundamental breakthrough in domestic waste treatment capacity,segregation of domestic waste is an inevitable choice.The government has also encountered many dilemmas in the process of implementing domestic waste separation,and needs to collaborate with enterprises,people and social organisations to ensure that the promotion of domestic waste separation can be effectively implemented.However,domestic research on the coordinated promotion of domestic waste separation is mainly focused on economically developed large cities that have already carried out waste separation,but less involved in small cities with average economic development.The research has also focused on urban areas or rural areas as a single object of study,but not many have studied rural areas and urban areas as a whole.In view of this,this paper attempts to take the case of promoting domestic waste classification in X district of Q city through the perspective of collaborative governance.By sorting out the background,promotion process,resource input,working basis and division of labour among the various actors in the case,we summarise the problems that exist among the participating actors in the process of promoting domestic waste classification,including the public’s failure to meet the implementation requirements of domestic waste classification and the lack of internal government support for domestic waste classification.The problems include the public’s unmet demand for domestic waste classification,the lack of a unified consensus on domestic waste classification within the government,the confusion over the standard of domestic waste classification in rural areas,the lack of public service provision and the lack of obvious effects of domestic waste classification,and the lack of involvement of other participating subjects in domestic waste classification.Finally,it proposes countermeasures to promote domestic waste separation in a coordinated manner from five aspects:optimizing the governmental management mechanism,improving the top-level system design,increasing the resources input channels,playing the role of the market,and mobilizing the public to participate,which will provide reference for the government to formulate policies to promote domestic waste separation in a coordinated manner. |
