Research On Multi Subject Collaborative Promotion Of Source Classification Treatment Of Domestic Waste In Shanghai

With the development of economy,the living quality of urban residents has become better,and the daily output of household garbage is increasing day by day.As a result,the new term "garbage siege city" has become the current situation and dilemma faced by many cities.It is an important measure to solve the "garbage siege" to promote the source classification of MSW with the cooperation of multiple subjects studied in this paper.In 2020,Shanghai’s permanent resident population is about24.18 million.As of May 2020,Shanghai’s daily wet waste distribution is9,796 tons,daily dry waste treatment capacity is 15,351 tons,and daily recyclable waste recycling capacity is 6,266 tons.Most of the wet waste is from household waste.Compared with the 5660 tons of wet waste released every day since the issuance of the Regulations of Shanghai Municipal Household Waste Management in July 2019,the daily amount of wet waste has increased by 73%,which shows the significant effect of Garbage classification.However,the treatment and classification of domestic garbage have brought huge pressure to the economy and environment of Shanghai.The financial and human resources invested last year have achieved the effect in garbage classification treatment,but the expected goal has not been reached.The effective garbage classification from the source has not made the whole city’s residents consciously join in the action.Through the study of the two communities of S and H in Shanghai,it is found that most of the residents misclassify garbage or do not have the consciousness to classify garbage due to various internal or external factors,which increases the workload of relevant garbage disposal staff in the later period and wastes the government’s financial expenditure.Therefore,starting from what problems still exist after the implementation of garbage classification in Shanghai for one year,this paper takes the collaborative governance theory as the main supporting theory to study the current shortcomings of multi-subject garbage source classification and put forward relevant suggestions for correction.Multiple subject at the same time to participate in source separation of waste S,H type on behalf of the community in Shanghai for case study,it is concluded that refuse to advancing the classification success from the sources to the coalition government,residents and social coordination,guidance and start residents consciously spontaneous source involved in the garbage classification,support social organizations to participate in,so as to make the whole people,the whole society to maintain our home together,From our goal of garbage classification will be further.
