With the acceleration of urbanization and the improvement of people's living standards,the total amount of municipal solid waste(MSW)is constantly increasing."Waste surrounding the city" has seriously restricted the sustainable development of the city.From the experience of advanced countries in waste management,it shows that the traditional disposal methods such as incineration and landfill are no longer the best way to solve the waste dilemma,and waste classification is the key to solve the MSW problem.In 2017,the General Office of the State Council deployed and promoted the classification of domestic waste,and accelerated the construction of a waste disposal system of classified release,collection,transportation,and treatment.In order to thoroughly implement the spirit of the 19 th National Congress of the Communist Party of China,and fully implement the spirit of General Secretary Xi's important instructions on waste classification,the Ministry of Housing and Urban-rural Development issued the “Notice on Accelerating the Work of Waste classification in Some Key Cities” in December 2017.In order to promote the classification of domestic waste in 46 key cities such as Beijing,Tianjin,Shanghai and Zhengzhou,and each of the key cities mentioned above is required to form multiple waste classification demonstration areas.As an innovative governance model,polycentric governance is expected to establish a network structure governance model in which the government,residents,enterprises,social organizations and other entities participate and jointly solve public problems,aiming to realize the sustainable development of the city.This theory breaks the governance logic and limitations of the single-center government bureaucratic administration theory,and leads the governance paradigm to a new governance method,thereby constructing a modern governance model suitable for national conditions and providing a new theoretical basis for urban domestic waste treatment.Zhengzhou is one of the 46 waste sorting pilot cities,which was designated by the State Council of China in 2017.Based on the analysis framework of polycentric governance theory,this paper takes MSW of Zhengzhou as the research object,using the method of literature analysis,questionnaire survey and case study,the current,problems and reasons of the MSW of Zhengzhou are analyzed,and the targeted governance measures are proposed.The study found that there are problems on polycentric governance in the management of municipal solid waste classification in Zhengzhou,such as imperfect government policies and systems,unclear division of labor among departments,tight supply and demand of public infrastructure,low public participation,low waste classification and release capacity,low enthusiasm of market participants and lack of supervision and management in the operation process,and insufficient participation and execution of social organizations leading to poor sustainability and effectiveness of the publicity activities.The main reasons focus on limited participation power of government,unsmooth policy coordination,insufficient guidance for practical operation,lacking of punishment mechanism and consciousness of independent participation of public participants.Finally,the paper suggests strengthening the government leading role,improving public subject waste sorting processing capacity and the participation enthusiasm,building market main body participation of waste classification management industrialization operating mechanism and supervision mechanism,improving the ability of social organizations to participate in the coordination,publicity and supervision of waste sorting and management,constructing a long-term operation mechanism of polycentric participation in municipal solid waste management...
