On The Realization Of Environmental Education Legislation In My Country

The frequent occurrence of environmental pollution and environmental emergencies has led the public to attach importance to environmental education,and the process of solving environmental problems has gradually reflected the value of environmental education.The development of environmental education work cannot do without strong legal protection.Therefore,environmental education legislation should also be carried out as soon as possible to provide legal protection for China’s environmental education work.Local governments in China have successively formulated environmental education regulations that are in line with local development characteristics,but the concept of environmental education,talent cultivation,and legal responsibility are not perfect and unified due to the lack of a unified upper legal basis.The extraterritorial environmental education legislation is worth learning from in China’s environmental education legislation in terms of environmental education funding,talent cultivation,incentive mechanisms,and other aspects.China’s environmental education mainly focuses on policy documents related to environmental education,but the stability and enforceability of policy documents are poor.The low level of environmental education is clearly due to the lack of specialized environmental education legislation;The legislation on environmental education in our country should be a law with mandatory effect,and the scope of compulsory acceptance of environmental education should include illegal acts that violate the Environmental Education Code and behaviors that do not fulfill the rights and obligations of environmental education in the Environmental Education Law;Based on the legislative concept of the Environmental Education Law and the implementation of local environmental education,China’s Environmental Education Law has the attribute of environmental law,which can fill the gaps and deficiencies in the environmental legal system,enhance the integrity of the environmental legal system,and should belong to environmental law.On the basis of clarifying the legislative purpose of the Environmental Education Law,a deep reflection is conducted on the basic principles and systems of the Environmental Education Law,with a focus on talent cultivation system,environmental education guarantee and supervision system,environmental education reward system,environmental education public participation system,and environmental education legal responsibility system,which is conducive to the construction of China’s Environmental Education Law.
