During the process of operating ships, because of the characteristics of the ships, especially the inherent characteristics of the inland ships, as well as non-standard management of ship-owning company or ship management company, many pollution issues occur frequently. The pollution issues that ships exert on the water and atmospheric environment have gradually aroused the universal concerns of the society. Positioned as the main harbor along the north wing container of Shanghai International Shipping Center, Taicang Port is the center terminal harbor of shipping that combines sea and river, as well as the inevitable channel through which ships enter and leave Yangtze River. The traffic ships that enter and leave the water area of Taicang Port include sea-crafts and inland ships. They have different shipping conditions and uneven crew qualities, which leads to the extremely complex situation of anti-pollution action.
