| Due to the large number of SME_S,and in the accident after the emergency handling ability is relatively short.The improvement of emergency response ability can reduce the occurrence of production safety accidents to a large extent,but also can reduce casualties and property losses.Based on the urgent need to improve the emergency capacity of small and medium sized industrial and trade enterprises.This paper constructs the emergency capacity evaluation cloud model of SME_S and TID,thereby evaluating the emergency capacity of SME_S and TID,and puts forward targeted suggestions and measures,so as to effectively improve the emergency capacity of SME_S and TID.This study mainly introduces C-OWA operator weighting method and cloud model evaluation method to study and analyze the emergency response capability of SME_S and TID.First of all,in order to clarify the factors affecting the emergency ability of SME_S and TID,according to the actual situation of the research object,according to the 4R crisis management theory,and combined with the four links of emergency management,namely prevention,preparation,response and recovery,The emergency capacity of SME_S and TID is systematically divided into four first-level indicators,namely,emergency reduction force B1,emergency reserve force B2,emergency response force B3 and emergency resilience B4.The influencing factors are mainly extracted from 12 relevant laws,regulations and standards,and then combined with the operation characteristics of SME_S and TID,the accident risk,emergency management status,accident cases and so on are analyzed.Finally,11 second-level indicators and 31 third-level indicators are divided,and the evaluation index system of SME_S and TID’emergency capability is constructed.Secondly,in order to effectively reduce the errors caused by subjective judgments,C-OWA operator weighting method is introduced to determine the weight values of different indicators at three levels during weight calculation.The weights of B1,B2,B3 and B4 of the first-level indexes of emergency reduction force of SME_S and TID,emergency reserve force of SME_S and TID,emergency response force of SME_S and TID and emergency resilience of SME_S and TID are 0.2501,0.2524,0.2941 and 0.2034,respectively.Among them,the weight value of SME_S and TID is 0.2941,which occupies the largest proportion and is the most important.Finally,based on the basic principle of cloud model evaluation method and the characteristics of fuzzy,abstract and difficult quantification of the concept of emergency capability,the five-level cloud map of emergency capability evaluation is drawn by clarifying the steps of cloud model construction,and the cloud model of emergency capability evaluation of SME_S and TID is constructed.Based on the weight value calculated by C-OWA operator weighting method,the cloud map of emergency capability evaluation level of corresponding level is drawn,and the case application of Z Company in Mianyang City is carried out.Finally,the emergency capability of Z Company is evaluated as"excellent".Through the analysis of cloud model evaluation results,optimization suggestions and measures are put forward from the overall perspective,so as to improve the actual emergency capacity of SME_S and TID. |
