Research On The Implementation Deviation And Correction Of Rural Toilet Renovation Policy In Shidong Town,Gaolan County

In recent years,the implementation of China ’s rural toilet renovation policy has achieved significant results in rural living environment,people ’s health,human social civilization and other aspects.This is not only a reform of traditional toilets in China for thousands of years,but also a change in people ’s living concepts and ideas.It is also an important measure to implement the strategy of rural revitalization at this stage.The transformation of rural toilets has played a positive role in building civilized villages in the new era and improving people ’s quality of life.However,in this context,some rural areas have a certain degree of deviation in the implementation of the policy,which has brought great difficulties to the realization of the policy objectives.Therefore,this paper takes the process of implementing the rural toilet renovation policy in Shidong Town,Gaolan County as the research object,takes the Smith policy implementation process model as the analysis framework,and takes the collaborative governance theory,information asymmetry theory and new public service theory as the theoretical basis,adopts the in-depth interview method and the questionnaire survey method,and combines the actual situation to sort out the rural toilet renovation policy in Shidong Town,Gaolan County from the four aspects of idealized policy,implementing agency,target group and policy environment.In the implementation of the policy,there is a lack of self-adaptability,clarity and follow-up supporting measures.The degree of cooperation and cooperation of the implementing agency is low,the mechanism is not perfect,the professional ability of the implementing subject is insufficient,the participation of farmers is low,and the resistance to the policy is strong.There are problems such as formalism,insufficient funds for transformation,and weak participation of social forces.Through the phenomenon to see the essence,in-depth analysis of the reasons for the deviation in the toilet reform is that the reform policy system is not perfect,the internal execution ability of the executing agency is insufficient,the endogenous motivation of the target group is insufficient,and the policy environment lacks policy support.Corresponding suggestions are put forward to continuously improve the policy design of rural toilet reform,strengthen the execution ability of policy executing agency personnel,stimulate the behavior motivation of target groups,and create a good policy support environment,so as to provide certain reference value for the continuous promotion and implementation of this policy in the future.
