| Europe has been concerned about environmental issues since the 1960s.With the development and evolution of industrial society,the United Nations also began to pay more attention to the field of environmental protection.The establishment of the World Commission on Environment and Development reflects its emphasis on environmental action.With the introduction of the concept of sustainable development and the signing of several important climate agreements,global climate and environmental governance is moving towards systematization and standardization.In the process of pursuing environmental protection for decades,the EU has developed a relatively complete set of green development concepts and policies,and has become one of the world’s leading forces in green transition,playing an important role in global climate governance.Despite a series of setbacks and challenges in climate governance negotiations in recent years,the EU has always been firmly at the forefront of green reform.In December 2019,the new European Commission launched the European Green Deal,whose core goal is for the EU to become carbon neutral first by 2050.As the latest green development policy of the European Union,it covers a wide range of economic development fields and clearly plans the green growth road map in the next five years,which will play an important role in guiding the green transformation of the European Union.In order to promote the implementation of the agreement,the EU has strengthened legislative measures,strengthened the stabilizing role of the economy in the operation of the policy,and introduced package plans to help the implementation of the policy.However,with the outbreak of a series of black swan events such as the COVID-19 pandemic and the Russia-Ukraine crisis,the implementation of the agreement has also been affected to varying degrees,resulting in worsening energy crisis and high economic inflation.This paper mainly uses the methods of literature analysis,induction and deduction and comparative analysis to summarize and analyze the "European Green Agreement" on the whole.The first part sorts out the policy origin of the agreement and the reality of climate and environmental protection faced by the EU,and summarizes the various backgrounds of the agreement’s promulgation.The second part mainly summarizes the subject content of the agreement,and summarizes the main characteristics of the agreement according to the content,so as to grasp and understand the connotation of the latest green agreement of the EU as a whole.The third part mainly focuses on the specific implementation of the agreement in various aspects in the more than three years since its launch,and has achieved initial results in many fields,which has provided an important boost to the overall green transformation of the EU.The fourth part evaluates the overall status of the agreement,and analyzes some problems and challenges in the implementation of the agreement by combining a series of new situations in Europe and the world after the promulgation of the agreement.At the same time,European Union,as a pioneer of green development,concept and connotation of its green policy have great reference significance for China which is in a critical period of green transformation,so we sum up the agreement on the relevant enlightenment of China’s green development,in order to deepen the research results of related content of green transformation for our country.At present,the European Green Deal is in a critical transition period.As the most important green development road map of the EU,the EU will continue to implement the agreement in the next two years to achieve the goal of carbon neutrality by 2050.Therefore,we need to track the further implementation of the agreement. |
