An Empirical Study On The Relationship Between Environmental Regulation,Fiscal Decentralization And Green Technology Innovation

The rapid development of China’s economy has brought a lot of benefits to the whole society,but it has also brought a series of environmental problems,which have seriously affected people’s daily life and health.How to deal with the relationship between environmental protection and economic growth has become an urgent problem to be solved.As a new means of technological innovation,green technology innovation can effectively solve the contradiction between economic development and environmental protection,and it is an important way to achieve green development.The government can reduce environmental pollution by making environmental regulation policies,but in the implementation process,it will be affected by the fiscal decentralization system.Therefore,it is of great significance to study the impact of them on green technology innovation.First of all,this paper reviews the studies of relevant scholars and proposes the mechanism of environmental regulation and fiscal decentralization on green technology innovation based on relevant theories.Secondly,based on the panel data of 30 provinces from 2005 to 2020,this paper analyzes the current situation of environmental regulation,fiscal decentralization and green technology innovation,and the comprehensive index of environmental regulation and fiscal decentralization is calculated by entropy weight method.Next,this paper uses the fixed-effect model and panel threshold model to analyze the relationship among them.The results show that:(1)In general,environmental regulation and fiscal decentralization can significantly promote the development of green technology innovation.(2)Both environmental regulation and fiscal decentralization have significant promoting effects on green invention patent and green utility model patent respectively,but they have greater promoting effects on green invention patent technology innovation.(3)From a regional perspective,the promoting effect of environmental regulation on green technology innovation is only significant in the eastern and central regions,and the promoting effect of fiscal decentralization on green technology innovation is significant in the eastern,central and western regions,but the central region has the greatest effect.(4)According to the panel threshold regression results,the impact of environmental regulation on green technology innovation has a significant double threshold effect based on fiscal decentralization.From the perspective of different regions,there is a double threshold effect based on fiscal decentralization in the eastern and central regions,while there is no threshold effect based on fiscal decentralization in the western regions.Finally,based on the above research,this paper puts forward some policy suggestions such as strengthening cooperation and exchanges among regions and promoting the coordinated development of green technology innovation.
