Research On The Impact Of Environmental Regulation To Regional High Quality Development

For China’s regional development,the current development is faced with the arduous task of improving the ecological environment and boosting economic development.Some academic scholars believe that implementing strict environmental regulation means,allocating resources to emission reduction and increasing investment in pollution control will inevitably increase the cost burden,thus inhibiting regional high-quality development.At the same time,other scholars believe that although environmental regulations may have a negative inhibitory effect to some extent,they also promote innovation,improve efficiency and stimulate the redistribution of internal resource elements of enterprises,which may lead to higher productivity and play a role of "innovation compensation" for regional high-quality development.For validation of environmental regulation on China’s 30 provinces,autonomous regions and municipalities directly under the influence on the development of the high quality and path mechanism,this article selects the provincial data from 2006 to2018 of 30 provinces (autonomous regions and municipalities)，except Hong Kong, Macao, Taiwan and Xizang as the research object,to build China’s regional development with high quality comprehensive index system,selection of entropy value method to measure,From the dual perspectives of technological innovation and industrial progress,this paper examines the impact of environmental regulation intensity on regional high-quality development in China by constructing regional fixed effect model and mediating effect model.The results show that:(1)from the spatial dimension,China’s high regional level of development shows a trend of the eastern region is higher than the central and western regions.From the time dimension,all provinces and cities showed an upward trend of fluctuation;(2)The total effect of environmental regulation on the overall development quality level of China is greater than zero,indicating that the environmental regulation policies are generally good,but there are differences in different regions.Among them,the environmental regulation policies have a significant promoting effect on the eastern and central regions of China,but the environmental regulation policy on the western region of China is a restraining effect,indicating that the environmental regulation policies have a inhibiting effect;(3)Technological innovation and industrial upgrading promote the improvement of environmental regulation on the quality of China’s development by constantly releasing development momentum;(4)The effect of economic openness in control variables is not significant;Both government intervention and financial development level show positive promotion.Urban population density showed reverse inhibition.
