Floating production storage and offloading unit(FPSO),as a large-scale offshore oil and gas processing device,integrates oil and gas processing,storage and transportation,sewage treatment,power supply and heating,and human housing.Its upper module has compact space and highly concentrated oil and gas processing equipment.Oil and gas leakage,fire and explosion accidents are prone to occur,causing serious accident consequences.This article combines National Key R&D Plan Project(2017YFC0804501)"Marine(deep water)oil and gas mining major safety accident chain risk evolution,catastrophe mechanism and response mechanism" to carry out FPSO oil and gas leakage risk analysis and scenario construction,pool fire risk assessment,risk pre-control and emergency response.It provides reference for FPSO pool fire risk assessment and prevention & control technology.This paper considers environment characteristics where the FPSO is located,analyzes oil and gas leakage risk characteristics and accident evolution.Based on AHP-BWM method,the risk of oil and gas leakage of production process system is evaluated.Identify oil and gas leakage failure equipment and corresponding materials that may exist in the biggest risk subsystem,and find the equipment with the biggest risk of crude oil leakage.Then the Latin Hypercube Sampling(LHS)method is used to select crude oil spill sampling data.Aiming at pool fire caused by crude oil leakage,analyze accident consequences based on CFD simulation.Monitor the heat radiation flux and toxic gas concentration in the fire development,and calculate fatality rate of each monitoring point.Combine ignition probability to assess individual risk of production process system under steady state of pool fire,and use individual risk contour plot to show the pool fire individual risk assessment results,study prevention and control technology of crude oil spill pool fire.By constructing the Tripod-Beta pool fire failure cause model,analyzing failure path,safety barrier,direct cause and root cause of the accident.Applying fuzzy Bayesian network to evaluate pool fire failure probability and key failure factors,and proposing a series of pre-control measures.Considering constraint of risk precontrol cost,establish a pre-control measure configuration optimization model,evaluate pool fire failure probability after each pre-control measure is taken,solve objective function centered on the net risk reduction gain(NRRG),and explore the best safety improvement strategy.Calculate FPSO individual acceptable risk standard based on acceptable risk standard formulation method,and propose emergency response measures to reduce pool fire risk.Analyze the suppression effect of water sprinkler system on pool fire in detail,and comprehensively consider other measures to form a composite insurance system to further reduce pool fire risk.
