Study On The Post Assessment Of Local Legislation For River Basin Ecological Protection

In the context of scientific legislation and the construction of ecological civilization in river basins,post legislative evaluation of local legislation for river basin ecological protection is an important way to improve the quality of local legislation for river basin ecological protection and achieve modernization of river basin governance capabilities.To solve the problem of significant differences in evaluation results achieved in practice,it is necessary to establish scientific evaluation guidelines,improve and perfect legal systems,construct a scientific evaluation index system,and actively respond to the evaluation needs of local collaborative legislation in river basins to improve the post evaluation of local legislation for river basin ecological protection.The full text is divided into four parts.In the first chapter,the article first defines the specific connotation of the post evaluation of local legislation for watershed ecological protection from a cross perspective,analyzes its seven constituent elements,constructs a systematic understanding of the theory of post evaluation of local legislation for watershed ecological protection,and elaborates on its existence and research necessity;Chapter 2 examines the practical status of post legislative evaluation of watershed ecological protection through a review of the process and comparative analysis of classic cases,and forms an objective understanding of the achievements and difficulties faced in practice;Chapter 3 provides an in-depth analysis of the difficulties observed in the current situation,summarizing three deepseated reasons: insufficient supply of legal norms for post legislative evaluation,insufficient scientificity of evaluation index system,and the limitations of single evaluation in terms of evaluation subject and object,which make it difficult for existing post legislative evaluation to adapt to the collaborative legislative needs of local areas;Chapter 4 proposes targeted suggestions for improving the post evaluation of local legislation on watershed ecological protection.
