A Case Study On Collaborative Water Environment Governance In The Qing Yi River Basin In Ya’an City

Along with the social and economic development and accelerated pace of industrialization,the problems of serious water pollution and water scarcity in China have become increasingly prominent,which seriously threaten people’s health and affect the pace of ecological civilization construction.Since the 18 th Party Congress,some local governments have actively carried out water pollution prevention and control work in conjunction with their own reality,but there are still problems such as unclear rights and responsibilities of local governance bodies,no effective coordination mechanism among local governments,and low level of public participation in governance.Therefore,an in-depth discussion on improving the management system,promoting diversified governance,and establishing coordination and linkage mechanisms in modern watershed governance is of vital practical significance to improve the effectiveness of water environment governance and promote the construction of ecological civilization in China.As an important part of the ecological barrier and water-conserving area in the upper reaches of Yangtze River,the Qing Yi River basin in Ya’an City has continued to improve its water quality and environmental appearance along the river through the comprehensive improvement and protection management of the basin,which is very typical and representative.The research in this paper takes the water environment of Qing Yi River Basin in Ya’an City as the object,mainly uses social governance theory,collaborative governance theory and holistic governance theory as the theoretical basis,based on domestic and foreign literature research,theory and practice,through research methods such as archival research method,literature research method,field observation method and interview survey method,etc.,to deeply analyze the successful reasons of collaborative water environment management in Qing Yi River Basin in Ya’an City In this study,the key points and focus points of the case are identified and analyzed in three aspects,namely,the cooperation basis,the cooperation framework and the cooperation guarantee of the Qingyi River basin collaborative governance system.After an in-depth analysis of the water environment governance system in the Qingyi River Basin,the following three main findings were made: First,the construction of a benefit-sharing mechanism is a key link in promoting the success of collaborative governance.Second,constructing a collaborative cooperation mechanism is the foundation of collaborative governance cooperation in the Qingyi River Basin in Ya’an.Third,improving the supervision and incentive measures of collaborative governance provides guarantee for the sustainable development of the Qingyi River Basin.By studying the case study of the collaborative water environment governance in the Qing Yi River basin of Ya’an City,in the chapter of case summary and outlook,we conclude that the benefit sharing mechanism is the guarantee of cooperation in collaborative governance,the collaborative governance system is the guarantee of linkage in collaborative governance,and the supervision and incentive measures are the guarantee of promotion in collaborative governance,etc.,in order to further enrich the coordination mechanism of benefit balance,multiple The theoretical and practical research on the coordination mechanism of interest balance,the way of participation of multiple subjects,the construction and maintenance of cooperative framework,etc.,will provide useful reference,reference and inspiration for the river water environment management in similar situations in other regions of China.
