Study On Villagers’ Participation In Domestic Waste Treatment Under The Integrated Mode Of Urban And Rural Sanitation

Driven by the process of urban-rural integration,the development of rural areas has been paid more attention.The improvement of villagers’ consumption ability and the transformation of agricultural production mode have brought about changes in Villagers’ lifestyle,and the output of garbage in rural areas is increasing under this situation.However,the infrastructure construction of garbage collection and transfer in rural garbage treatment is still not comprehensive,and the management system is not perfect,which makes it difficult to promote the long-term rural garbage treatment.The rural area is wide,and the living conditions of villagers are mainly scattered,so the treatment and management of rural household garbage are more difficult under such conditions.The main body of rural domestic waste treatment involves local villagers,county(township)government and enterprises,and villagers are the source of domestic waste,and also the beneficiary of rural environmental improvement.The behavior choice of villagers’ participation in the treatment is also directly related to the quality of local domestic waste treatment.The active participation and standardized behavior of villagers can solve the problem from the source Problems in the process of management.Therefore,the key to improve the effectiveness of rural waste management is to enhance the participation enthusiasm and participation degree of villagers in waste management.In this paper,Donghai County in Jiangsu Province as an example,under the analysis of the theoretical basis,through the questionnaire survey method,case analysis and interviews with villagers and relevant staff in Donghai County,to explore the problems of farmers’ participation in domestic waste management.Firstly,this paper summarizes the background,related theories and literature of rural waste treatment,and puts forward the research content and ideas of this paper.Secondly,it introduces the basic situation of Donghai County,the development process of urban and rural sanitation integrated governance model,the model description and the existing disadvantages analysis.On this basis,descriptive statistics method was used to analyze the villagers’ cognition,behavior and satisfaction of domestic waste treatment under this mode.Finally,through the above data analysis,we can summarize the problems existing in the villagers’ participation in domestic waste treatment in Donghai County,and analyze the causes of the problems through typical cases,and then put forward the countermeasures to improve the villagers’ participation.The results show that the villagers in Donghai county have some problems,such as lack of awareness of governance participation,low degree of waste classification,cognitive bias of governance subject,lack of enthusiasm of supervision and feedback,and imperfect waste collection and transportation facilities.In view of the above problems,through case analysis method,this paper summarizes the main causes of participation problems from the two levels of villagers and the government,including:the poor cognition level and environmental protection concept of villagers,the inadequate implementation of policy system and publicity and education,the imperfect incentive mechanism for participation in governance,the gap in supervision and evaluation,and the insufficient supply of waste management funds.In view of the above analysis,the countermeasures to improve the participation of rural residents in Donghai County in the treatment of domestic waste are put forward: increase the environmental protection publicity and education for villagers,improve the efficiency of source treatment;broaden the channels for villagers to participate,improve the dominant position of villagers’ governance;explore the construction of incentive mechanism,enhance the enthusiasm of villagers’ participation;improve the collection and transfer facilities,enhance the guarantee of villagers’ participation;actively raise multi-party funds Funds should be raised to improve rural garbage collection facilities.
