Safety risk accidents often occur in chemical processes.The safety risk management should be strengthened to solve these risk accidents.This thesis takes the chlor-alkali-PVC production process as the case study,based on the previous safety risk management cases for the new project,and takes the "system decomposition-system modeling-system synthesis" as the means to carry out the system-wide safety risk reduction under the economic constraints and safety risk objectives.Based on safety risk management of the chemical process cases,the targeting method of "major hazard source identification of hazardous chemicals-reaction out-of-control risk assessment-process unit equipment risk assessment" is selected and integrated for new chemical projects.Based on the new chemical process project,the system is divided into multiple sub-modules using system decomposition and system modeling.The input and output of each sub-module are calculated,The safety risk reduction target of the new project is formulated combined with the targeting method.Based on the safety risk reduction target,with the cost of safety risk prevention and control as the constraint,the integrated control subsystem is used.According to the characteristics of the chemical process system of the new project,the feasible safety risk prevention and control schemes of each sub-module are determined.The analytical hierarchy process method is introduced to determine the importance of each sub-module and the system.For the chemical process system,based on the safety risk reduction target,all submodules are integrated and pinch analysis is introduced to determine the optimal combination of prevention and control schemes that can be implemented in the system under economic constraints.Safety risk reduction targets for new projects are determined from cases.Under the targets,this thesis uses the system synthesis method to obtain the optimal combination of subsystem prevention and control schemes,so that new projects can reasonably allocate the limited resources to the modules that need to reduce safety risks,which has a guiding role in the decision of managers.
