Effect Evaluation And Improvement Countermeasures Of Resource-based City Transformation Under The Background Of Environmental Regulation

Resource-based cities are developed by developing and processing rich local natural resources.In the past 40 years,China’s resource-based cities have played a pivotal role in supporting national energy supply,ensuring national economic development,and maintaining the normal work and life of hundreds of millions of people.However,China’s long-standing sloppy development approach has led to a series of problems in resource-based cities,such as the increasing depletion of resources,imbalance in economic structure,and deteriorating ecological environment.As a result,resource-based cities have gradually lost their investment attractiveness,which may hinder further economic development.Promoting the transformation and upgrading of China’s resource-based cities is necessary to free them from the historical fate of mine depletion and urban decay,and is an important part of guiding China’s economic transformation from high-speed growth to high-quality development.Yulin is one of the 31 growing resource cities in China,and its rapid industrialization provides strong support for national energy.However,the city’s development is constrained by overcapacity of coal,a single industrial structure,insufficient development momentum,and the increasing contradiction between resource development and ecological protection.Under the background of "double carbon" target,the energy structure of Yulin is changing,and it is urgent to cultivate new pillar industries to replace the traditional resource industry transformation.This paper analyzes the transformation status of resource-based cities in Yulin based on the collation and research of relevant literature,and uses the basic data of Yulin from 2014-2021 to analyze the transformation status of resource-based cities from the perspective of economy,society,environment and resources.the combination of information entropy and difference coefficient methods to evaluate the transformation effect of resource-based cities in Yulin City and conclude a development path applicable to the transformation of resource-based cities.It is found that: since 2014,the urban transformation effect of Yulin city has generally shown an increasing trend;before 2017,the transformation of Yulin city mainly relied on local capital,but the economic growth slowdown caused by environmental pollution and single industrial structure made the development foundation of Yulin city relatively weak,so the early transformation effect was not ideal;2018 and 2019 are a transition period,and from 2019 year onward,the effect of urban transformation reaches a relatively high degree and gradually shows the effect of urban transformation;the following problems exist in the process of transformation in Yulin City: slow development of service industry;uncoordinated industrial structure;insufficient investment in urban construction and unbalanced per capita income;insufficient attention to resource utilization;and difficulty in industrial pollution control.Based on the evaluation of the transformation effect of resource-based cities in Yulin,this paper puts forward the following suggestions for the transformation development of resource-based cities in Yulin: In the future development process,the first thing is to implement the double carbon policy in order to achieve both economic benefits and ecological benefits.Secondly,it is necessary to enhance scientific and technological support and build a test field for resource-based city transformation innovation.In addition,it is necessary to improve the institutional guarantee mechanism,strengthen the main responsibility of environmental protection,encourage the public to actively participate in the construction of ecological civilization,and form an effective mechanism of joint supervision by government departments,corporate entities and social public multi-bodies.Finally,public infrastructure in the city should be improved,favorable resources should be maximized,more investment should be made to promote greening,and cultural infrastructure and livelihood facilities should be improved.
