With the acceleration of urbanization and industrialization,the problems of energy shortage and environmental pollution have become increasingly prominent.A series of environmental policies have been introduced to promote the low-carbon development,such as carbon tax and emission trading scheme.As a pillar industry of the national economy,the building sector has a high degree of industrial relevance and has a significant radiating and pulling effect on the carbon emissions of other industries.It is crucial to promote the low-carbon development of the construction industry to accelerate the establishment of a sound low-carbon cycle economic system in China.The prefabricated enterprises,the main practitioners of energy saving and emission reduction,the behavioral decisions of which play a decisive role in the process of promoting low-carbon transformation of the building sector.However,the transformation of enterprises from traditional construction mode to low-carbon production mode is still in early infancy,the uncertainties of the market and policy have brought great challenge.Therefore,explore the mechanism of low-carbon behavioral decision-making of prefabricated enterprises and realize the diffusion of low-carbon behaviors in the industry is an important issue that needs to be solved for the realization of low-carbon development in China’s construction industry.Against the background of industrialization in construction,this paper systematically analyzes the connotation of low-carbon behavior diffusion of prefabricated construction enterprises in the context of low-carbon policies by defining low-carbon behavior of prefabricated construction enterprises,analyzing the characteristics of stakeholders of behavior diffusion and identifying key influencing factors on the basis of literature research and market research.Secondly,this paper systematically analyzes the complex interactions among heterogeneous prefabricated construction enterprises under the low-carbon policy,develops an evolutionary game model of heterogeneous enterprises’ low-carbon behavior decisions,and clarifies the mechanism of enterprise micro-decision mechanism through model solving.Then the complex network characteristics of the construction industry,enterprise capabilities,policy control and market regulation and other factors are considered in this study.The low-carbon behavior diffusion model of prefabricated construction enterprises is established based on the complex network theory.Finally,by combining the production practice in the building sector of China,relevant data are collected and the numerical simulations are conducted by applying Python.This paper takes the diffusion rate of low-carbon behavior in the construction market and the average payoff of enterprises as indicators to investigate the influence of policy environment and market environment factors on the diffusion of low-carbon behavior of enterprises and the degree of importance of the factors affecting low-carbon behavior diffusion.This study also proposes some policy implications to promote the low-carbon behavior diffusion of prefabricated construction enterprises.The results show that prefabricated construction enterprises would make different decisions based on policy,market environment and peer influence.Through simulation analysis,the factors such as emission trading scheme,carbon tax,building energy efficiency subsidy policy,market demand and market scale have influence on the diffusion of low-carbon behavior of prefabricated construction enterprises.However,current low-carbon policies contribute less to the diffusion of behaviors.In addition,market factors have a higher degree of influence on the diffusion of low-carbon behavior than policy factors.To a certain extent,this study can provide a basis for prefabricated construction enterprises’ low-carbon behavior decisions and insights for the government on understanding the implementation of low-carbon policies to perfect the existing policy system,so as to accelerate the low-carbon transformation of the building sector while achieving a win-win situation for both the environment and the economy of enterprises in China.
