Green development is a strategic goal for construction enterprises to achieve green transformation and contribute to social sustainability. However, they encounter various challenges in implementing green development behavior and improving environmental governance. On one hand, the construction industry is characterized by high pollution, high emission and high energy consumption, which impose heavy pressure on the green development of construction enterprises. On the other hand, the mobility and long periodicity of construction projects increase the difficulty of green transformation of construction enterprises.Existing research has provided some theoretical and empirical insights into the green development behavior of construction enterprises, but it has not adequately addressed is the mechanism of green development behavior of construction enterprises. This thesis applies the theory of planned behavior to design a scale of the mechanism of green development behavior of construction enterprises, and constructs a multi-group structural equation model to test the relationships among the variables. The data are analyzed using IBM SPSS Statistics 26 and Smart PLS 3.0 software to examine the reliability and validity, path coefficient and mediating effect of the model.A single case study is also used to verify the feasibility of the mechanism of green development behavior of construction enterprises. The main findings of this thesis are as follows:(1)The scale of green development behavior of construction enterprises(36 items)consists of five dimensions: attitude, subjective norms, perceived behavioral control, intention and behavior, and demonstrates good reliability and validity.(2)The attitude, subjective norms and perceived behavioral control of green development behavior of construction enterprises have significant and positive effects on the intention of green development behavior of construction enterprises, with attitude being the most influential factor.(3)The intention of green development behavior of construction enterprises has a significant positive effect on green development behavior of construction enterprises, and mediates the effects of attitude, subjective norms and perceived behavioral control on green development behavior of construction enterprises.(4)Regional green development level and enterprise scale have significant positive moderating effects on the mechanism of green development behavior of construction enterprises.(5)A case study of ZJ construction enterprise confirms the applicability of the mechanism of green development behavior of construction enterprisesBased on the findings, this paper offers some suggestions for the government and enterprises to guide the green development behavior of construction enterprises. The government should optimize the multi-channel governance model at four levels:environmental regulation, regulatory system, technological innovation and public supervision. The enterprises should implement green development behavior from both internal and external levels. This paper enriches the theoretical system of construction enterprise management from the perspective of green development behavior, provides evidence from the theory of planned behavior for the mechanism of green development behavior of construction enterprises, and offers insights for the government to facilitate the green transformation of construction enterprises.
