With the increase of the number of power stations and the expansion of the scale,the contradiction between the expansion of maintenance need and the lack of maintenance power is increasingly prominent.In order to provide better service for the safe production of the power station,effectively integrate maintenance resources of all the companies,coordinate maintenance work of all the power stations,train professional maintenance staff,reduce maintenance costs,improve the quality of maintenance and emergency ability,and realize complementation in maintenance between hydropower and new energy power station,Electric Power Maintenance Company was set up under Dianneng Group in October,2015.However,in the operation of electric power maintenance,the company comes across various risk issues.Therefore,managers should focus on all kinds of potential risks the company is facing with,make plans in advance,conduct reasonable analysis,grasp the key risks in the development,through which could help to achieve the effective response to the risk events so as to reduce the risk loss effectively.Taking Dianneng Electric Power Maintenance Company as the example and with the help of practical investigation and survey as well as scoring by specialists,this paper studies the construction of the comprehensive risk management system of the newly founded electric power maintenance company and draws the following conclusions.Firstly,Dianneng Electric Power Maintenance Company is confronted with not only the external challenges,namely tighter constraints on policy,lacking in strength in the growth of industrial economy,weak demand in electricity market and restrictions on technology and qualification,but also the internal problems,namely short establishment time,heavy burdens,backward ideas from employees,low-grade internal management level,unknown development prospects.Secondly,according to the COSOERM framework,environment control,goal setting,risk identification,risk evaluation,risk response and supervision are necessary for the construction of the comprehensive risk management system of Dianneng Electric Power Maintenance Company.Thirdly,from the perspective of risk identification,the potential risks that Dianneng Electric Power Maintenance Company comes across could be divided into ten primary-risk issues and forty-four second-level-risk issues which could threaten the business activities of the company and have negative impacts on it.Finally,risk issues of Dianneng Electric Power Maintenance Company are eventually divided into nine low-risk ones,eighteen medium-risk ones and seventeen high-risk ones after scoring the forty-four risk issues by specialists.The paper lists the high-risk issues as the fundamental risks and puts forward supporting measures aiming at the fundamental issues and the construction of the comprehensive risk management system.
