Research On The Internal Control Issues Of Listed Hydro-power Companies From The Perspective Of Comprehensive Risk Management

Hydro-power industry is the basic industry of China’s national economy,and it plays a very important role in ensuring the energy supply,improving the ecological environment and promoting the sustainable,healthy and green development of the national economy.In March2021,China’s "14th Five-Year Plan" clearly put forward the "3060" dual-carbon target.As the main market force in the development of renewable energy such as hydro-power and new energy,listed hydro-power companies undertake the important mission and responsibility of the energy revolution.At present,with the continuous advancement of China’s economic transformation and upgrading and high-quality development strategy,how to continuously improve the internal control,comprehensively improve the risk response ability,enhance the core competitiveness and modern governance ability has become a major and urgent practical problem faced in the high-quality development of listed hydro-power companies.Group C is a hydro-power company located in western China with a history of more than 90 years.It has been listed for 26 years.In recent years,due to multiple factors such as the new normal of economy,COVID-19 and excess power capacity,the company has faced multiple risk factors in its development,and the production and operation situation is grim and complex.Under the new situation,strengthening risk identification and management,improving and perfecting the internal control of enterprises,and improving the corporate governance level and development ability are the key for C Group to promote high-quality development and development at this stage.This paper first explains the background and significance of studying the internal control of listed hydro-power companies based on the perspective of comprehensive risk management.Through reading a large number of literature,the current situation of domestic and foreign research related to risk management and internal control is summarized,and the comments are reviewed,and then the research ideas and research methods and innovations of the paper are expounded.Secondly,the relevant concepts of risk,comprehensive risk management and internal control are defined,the theoretical basis of comprehensive risk management,porter value chain and PDCA are expounded,and the common risks of listed hydro-power companies and the significance of enhancing internal control of listed hydro-power companies are analyzed.The current situation of internal control of hydro-power industry was summarized again,the basic situation of C Group used as a typical case was introduced,and the implementation of the internal control system and internal control of C Group and the current financial performance were introduced and evaluated.Then,based on the results of the questionnaire survey,a series of problems existing in the internal control were found from the two levels of management and business cycle.Then provide the internal control improvement idea of Group C.According to the twenty principles listed in the comprehensive risk management framework,the Delphi method is used to let the experts compare the importance according to the experience,and then use the hierarchical analysis model to establish the judgment matrix to get the importance ranking,and propose specific improvement measures for the problems found.Finally,the full-text study is summarized and analyzed on the shortcomings.Due to the particularity of hydro-power industry,this paper not only provides improvement ideas for C Group,and also provides some reference value for the comprehensive risk management and internal control work of other hydro-power enterprises.
