Research On Production Safety Risk Management System Of Beijing Electric Power Company

With the enlargement of the scale of power grid, security has gradually become an important part of national security. At the same time, the power energy safe and reliable transportation has become the factor restricting the healthy development of the national economy. As the capital of the pace of economic development, the government and people of the power supply reliability requirements continue to improve, strengthen safety supervision and management, prevent accidents, ensure employee safety, ensure the safe and stable operation of power system and the reliable power supply has become the Beijing Electric Power Company’s management goals and work center of gravity.In the view of system engineering, from the technology and the system of two level to ensure the safety and reliability of power supply process, must establish a scientific and perfect system of risk management. This paper mainly carried out the following work:first, combined with the safety production theory and risk management theory has carried on the preliminary discussion on the grid security risk. Secondly, the characteristics and management of production safety situation in Beijing city power grid, this paper constructed the safety production risk management system by the PDCA management cycle. Therefore the paper using accident tree method of safety risk in the risk identification, qualitative analysis and the quantitative analysis, electric shock injury risk factors can be roughly divided into 36 parts, according to the effect of the size of the electric shock accident sort will be divided into 6 levels. Finally, according to the basic principle of safety risk control, this paper built the safety production risk control process, control mechanism and risk control measures based on the energy release theory.Through Beijing Electric Power Company safety production management of construction safety risk management system as research object, for the various units, professional and all levels of personnel with purpose, aiming to identify security risks productive, quantification, evaluation and provide an effective tool to control the power grid security risks, so that production safety risk of the whole of Beijing power grid is always controllable.
